3. Consider further action in regard to Gogo contract. Mr. Brailsforcl
will explain.
4. Approve interpretation of specifications to permit consolidation of
backfill by wetting" or "flooding and puddling" in sections adjac-
ent to County Highway 21 and in secondary county roads. Practically
all prospective bidders and contractors who bid on Section 1 prev-
iously have advised that the specifications on compacting backfill
will # 9ork a penalty against the job particularly since the tamped
backfill specified requires an excessive amount of common laborers
and. places the contractor somewhat at the mercy of Laborers Union
Local No. 324. The alternate method minimizes the amount of hand
labor and should result in appreciably lower bids by the contractors.
Mr. Barkley, County Surveyor, has advised that in his opinion more
satisfactory backfill will result by compaction or flooding and that
he would prefer this method to rolling or mechanical tamping for the
areas in county roads. The more stringent specification was originally
set up to satisfy what we understood to be the Countyt s desires.
Approval of the modified interpretation of the specifications is
recommended, and further that all prospective bidders be notified of
this interpretation.
5. Approve an offer to Henry Audifred of $50. for right of way in
Section I in lieu of continuing condemnation action.
6. Approve offer to A. P. and Katie Bartnett of 500 per foot for 1o64
feet approximate right of way in lieu of continuing condemnation
action. This is suggested by Mr. A. B. Tinning who has filed a
demurrer to delay action on the condemnation suit on the Bartnett
property. Mr, Tinning advises that his clients, the Bartnetts, are
very difficult people to reason with but that he would endeavor to
get them to accept 500 per foot for this right of way if the District
will approve such an offer. Mr. Tinning says he can not give any
assurance that his clients will accept this offer, but he wishes to
be able to present it to them to avoid further costs by them in the
matter. We originally offered the Bartnetts 150 per foot and they
have countered with a demand of $1.00 per foot. The amount posted
on the filing of the condemnation suit was 50 per linear foot.
Brailsford and Mason recommended that we increase the offer to 500
per foot on the basis that the Bartnetts accept within a reasonable
time and that the condemnation action is cancelled.

Authorize condemnation of right of way through Barker property for
Section II. Mrs. Barker held this matter under consideration for
approximately 10 *Meeks and indicated in conversations with Rothgery
and Mason that she would grant a right of way through the property
for a nominal payment only. Rothgery and Mason appraised the possible
damage to walnut trees on this property at 4250. and were prepared
to recommend an offer of J+oo. total to Mrs. Barker. The benefit to
the Barker property by the presence of the trunk sewer could be
considered to offset any possible damages and Mr. Rothgery suggests
that the amount posted for condemnation action be not more than the
$LioO previously considered. Mrs. Barker made demand on Mr. Rothgery

for approximately 01400 which he refused to consider or recommend.

8. Accept deed of dedication from Pat La Rocca.
9. Consider possible sites for permanent office.
