1. Roll Call.
2. Reading of Minutes.
3. Open bids on Section I, and refer to engineer for tabulation.
4. Rear committee from Concord City Council concerning possibly annexation
to Sanitary Distiriot. The City Attorney of Concord has requested in.
formation on the cost to Oonocrd and its immediate vicinity to become
annexed to the Dietiriat on the basis of an approximate present popula-
tion of 7,000, and a population in 5 eara of ppprasimQtely 12,X00.
The Bounty Auditor advises that the assessed valuation of this area
is approximately #0,100,000. A specific question has been asked as to
whether the cost to Concord for its dhgre in the sewage treatment
plant would be based on
(a) Population, or
(b)Assessed valuation.
Your engineer is not prepared to give an estimate on the cost to
Oonoor6. and vicinity for sharing in the sewage treatment punt and
construaling a trunk sewer from Concord to the plant at this time for
the following reasons:
(a) There is Insufficient data on hand to determine what area
is proposed to be annexed.
(b) The probable growth of the area and future population
which would have to be served has not been studied.
(c) There bave been no instructions from the Sanitary Board
to . make such studies.
5. Call for bids on Section III. Pass resolution adopting wage scale
and pass resolution calling for bide. '
6. Authorise title reports for Section IV to be secured from Conga
Cosa Title Company. The only properties over whish easements are
involved for Section TY are properties of E. B.M. U. D. and Orinda
Country Club.
7. Offer resolutions acoepting deeds of dediaation for easement for
(a) Sacramento Northern railroad at Saranap 120.00
(previously authorized)
(b) Sacramento Northern crossing at Las Juntas 10.00

this property is in excess of 1200 feet and
involves the removal of two 18 inch walnut

8. Authorize letter to Mr. Voelker on Dewing Avenue in Lafayette advising
him that construction of seer of Section III may be installed without
destroying ornamental redwood tree which this gentleman prizes very
highly% This tree is 8 feet off line of the center of an 18 inch sewer
which will have a trench depth of approximately 8 feet. It will be
possible to construct the sewer past this tree without destroying the
tree, and with no damage other than out t i ng off part of the feeder
roots, nd possible damage to the tips of limbs. fir. Voelker apparently
wishes direct assurance from someone other than Mr. Murphy that this
tree will not be damaged. The engineer considers that the work can be
installed without damage to the tree which would set it back in its
growth.
9. Pass motion to enter in minutes bills previously authorized and paid
which were not entered in minutes to the satisfaction of auditors of
the County Grand Jury. These are as follows:

Voucher 3,5 . 4899.58 to Courier Journal, covering Dost of publication
of annexation petition on Alamo annexation.
Vouchers 59 to 63 inclusive, regular monthly bills of meeting of .March
13 which were authoriz'd by Board but were not entered
in the minutes of that meeting.
Vouchers 86 to 122, bilis of meeting of Aril 17, for election expense
incident to annexation election. These were authorized
and paid, but were not entered into the Minutes.
George B. Middleton and Company of Alameda, California, were recently
engaged by the County Grand Jury to audit the accounts of various
school 4istricts, sanitary districts, etc., and report to the Grand
Jury. This audit disclosed that our Minutes did not include a record
of the authorization of the above shorn bills It is known definitely
that these balls were authorized, but it is necessary to have the
record complete showing this.
Mr. Middleton was quite critical concerning the method of handling
the accounts now used by the Sanitary District and suggested various
changes. He has advised that a copy of his audit report concerning
this district will be furnished to the district. it is suggested
that the Board consider his recommendations when received.
10. Pass bilis for payment for the month of October as listed.
