Accept Deeds of Dedication for sewer easements, no payments involved, Resolutions No. 307 to 323 inclusive. .5. Open bids for ori.da pups, refer to engineer for recommendation. . Authorize President and. Secretary to execute agreement with Ebmud for right of way for L.I.D. 3 (Lafayette), and authorize payment of '$50.00 for same. 7. Consider proposals for janitorial service for the new office building Three informal bids have been received as follows: H. W. Compasso, walnut Creek $43.00 per month Alex. Moody Emeryville 65.00 per month Jiro J. Berta walnut Creek 85.00 per month It is recommended that the Manager be authorized to engage the services of H. W. Compasso at the rate proposed by dim of $43.00 per month for daily janitorial service at the office building. 8. Consider Ordinance adopting Sewer Code. Representatives of the Masters' Plumbers Association have advised of their desire to appear before the Board toward the end that the Board should stipulate that the side sewers (house connections) be installed by licensed plumbers. The ordinance as drafted does not stipulate who will perform this work but merely covers the method and inspection dl of the` work to insure that the work will be installed properly. The ordinance would permit any sewer contractor or house owner or plumber to install the side sewers. The ordinance as drafted generally conforms to the sewer codes adapted by other Sanitary Districts, with some minor modifications to avoid conflict with the County BuLiding Ordinance and the County ordinance covering excavation in the paved surfaces in public roads. Our ordinance hes been revie 'ed by the District Attorney who advises that he feels it to be sound and workable and not in conflict with the County ordinances. The County Building ordinance applies to plumbing work when performed within the areas covered by the building code. These areas now comprise approximately 25% of the area of the Sanitary District. In general, the owners may have their work performed at less cost by sewer contractors installing the lateral sewers where thee are houses now on the building sites. Where new houses are constructed lat a later date it is usual thrt the house connection sewer be installed by a plumber doing the balance of the house Plumbing. We can see no reason why our ordinance should be changed to suit \,,the suggestions of the Masters Plumbers Association. 9. Consider ordinance for subdivision sewers. This ordinance is designed to permit subdividers to install their collecting sewers and connect to manholes on the trunk or main sewers. Our Ordinance No. 1 covers this matter only when.a temporary disposal plant was involved.. The proposed ordinance will clarify this matter and permit the Sanitary District to have control and inspection of the work to be done by the subdividers. 10. Appoint right of way agent for L.I.D. No. 5. This work is in the general Lafayette area, and it is recommended that Mr. Rothgery be appointed. 11. Hear 11r. McMorrow regarding the Sanitary District assuming control of garbage collection and disposal. 12. Resolution No. 324 — fixing tax rate for 1948-49. 13. Fire insurance for office building. N. 14. Resolution calling election in September. 15. Authorize extra zork on sewage treatment plant in total amount of $1472.42 for fresh water pumping eouipment and a minor change in millwork at the laboratory building door. This has been authorized by the various members of the Board and this action is necessary to make it a matter of record. 1173 16. Ad o rn. 4
