SUBJECT: PROPOSED NEW BOARD POLICY NO. BP 031 - U OF TEMPORARY
EMPLOYEES
At its May 9, 2017 meeting, the Administration Committee received information on the
number of temporary staff members currently utilized by the District, the number of
agencies the District uses to provide temporary staffing and District staff's current
practice regarding the use of temporary employees. After discussing the information,
the Committee requested that a Board Policy be drafted outlining the policy for hiring
temporary employees.
Staff has drafted the proposed new Board Policy, BP No. 031 - Use of Temporary
Employees (Attachment) and requests the Committee to review and recommend Board
adoption of the policy.
Staff will be available at the meeting to answer any questions.

BOARD POLICY
USE OF TEMPORARY EMPLOYEES
PURPOSE
To adopt a policy regarding the District's use of temporary employees.
POLICY
The District may use temporary employees for reasons such as those listed below:
• Backfilling for authorized leaves of absence
• Addressing peaks in workload for a work unit
• Succession planning/retirements
• Backfilling vacant positions while awaiting a recruitment
• Assistance with special projects of a limited duration
• Seasonal work
The Department Director and the Human Resources Division will evaluate each request
to ensure that it meets either one of the following criteria prior to approval:
• Not filling the position on a temporary basis would result in an adverse impact to
District operations.
• It would be cost prohibitive to hire a permanent employee to perform the
requested services.
