BAILEY, GENERAL MANAGER'� JEAN-MARC PETIT, DIRECTOR OF ENGINES NG AND TECHNICAL SERVICES jMf FROM: DANEA GEMMELL, PLANNING AND DEVELOPMENT SERVICES DIVISION MANAGER C)51/' SUBJECT: CITY OF MARTINEZ REQUEST FOR SERVICES AGREEMENT Sanitation District No. 6 (SD-6) was formed in 1991 to provide wastewater service to the Stonehurst subdivision located off Alhambra Valley Road. It consists of 47 residential lots and a number of open spaces and common area parcels on approximately 240 acres of land. Homes have been constructed on 46 of the residential lots. SD-6 is an independent district and is managed by the city of Martinez (Martinez) who annexed the area in September 2012. Since early 2015, staff has met with Martinez on numerous occasions and explored the idea of Central San annexing the area since, SD-6's Waste Discharge order specifies that the community shall be connected to the sanitary sewer when sewer service becomes available. Central San's sewer system has now reached the intersection of Alhambra Valley Road and Quail court, which is approximately one mile from the Stonehurst subdivision. The existing SD-6 sewer system does not meet central San standards; a Harris & Associates study on Alternatives identified a range in cost between $3.5 million and $7 million for necessary infrastructure improvements prior to annexation into Central San. Recent discussions with Martinez have changed to address immediate needs. operations of SD-6 are provided by a contractor, whose agreement will expire in July 2017. city Engineer, Tim Tucker, has stated that Martinez will be renewing the contract, for the foreseeable future. However, with most of it expertise in water supply facilities, Martinez has requested development of a services agreement for the consideration of the Board. Martinez would like to negotiate a contract that covers four main areas: 1. Emergency Response/ Mutual Aid Assistance for SD-6 collection system and treatment facility.. 2. Invitation to central San training for Martinez employees related to wastewater operations. 3. Provide oversight and an advisory role to Martinez staff related to oversight of SD-6 operations contractor, future planning and wastewater regulations. 4. Provide operations and maintenance to Martinez for SD-6 in lieu of the current outside contractor. Mr. Tucker will be available at the May 22, 2017 meeting to make his request to the REEP Committee and answer any questions.
