HomeMy WebLinkAbout10.a.2) General Manager Announcements 10.a.2) Board Meeting of May 18, 2017 Written Announcements:: PROJECT UPDATE a) Public Bidding for Fire Protection Svstem,, Phase 2, District Project 7322 The existing fire protection systems at the treatment plant have been installed over a 45- year period and have been added or upgraded on aproject-to-project basis. The older systems are becoming unreliable and difficult to maintain. Phase 1, completed in 2013, replaced the outdated Headquarters Office Building fire system and corrected limited treatment plant deficiencies. The Phase 2 project includes the highest-priority fire system improvements at the treatment plant (plant operations building, solids conditioning building, standby power building, and fuel oil storage tank area). This project will be advertised on June 2 and 12, 2017. Bids will be opened on June 30, 2017. The construction cost is estimated at $700,000. More information will be presented when the Board is asked to award the construction contract on July 20, 2017. OUT-OF-STATE TRAVEL b) Employees to Travel to Indiana and Ohio in May/June to Tour Air Pollution Control Equipment and Solids Handling Facilities The Solids Handling Facilities Improvements - Phase 1 Project, DP 7348, includes replacement of Central San's existing wet scrubber with significantly more air pollution control equipment. Pre-design is in progress and scheduled to be completed by November 2017. At part of the pre-design effort, it is important to have a thorough understanding of the equipment's performance, impacts on operations and maintenance, and constructability. Black & Veatch, Central San's consultant on this project, has recommended site visits at the following four facilities: Belmont Advanced Wastewater Treatment Plant (WWTP), Indianapolis, Indiana Mill Creek WWTP, Cincinnati, Ohio Southerly WWTP, Cleveland, Ohio Westerly WWTP, Cleveland, Ohio These sites are similar in size to Central San's plant, incinerate (with a mix of multiple hearth and fluidized bed incinerators), and have plant staff that are similarly engaged. In addition, these sites utilize other technologies being considered as part of Phase 1, such as dewatering and solids handling. Written Announcements May 18, 2017 Page 2 of 3 The visits are being coordinated now with travel expected to take place in late May to early June. The visits will be conducted over four days, including travel. The following Central San employees will be attending: Senior Engineer (or designee), Capital Projects Division Plant Operations Superintendent (or designee), Plant Operations Division Travel expenses for touring these facilities was included in the Fiscal Year 2016-17 project budget. EMPLOYEE ACTIVITIES c) Central San Blood Drive on May 31,, 2017 In the spirit of the District's Giving Campaign, Central San is hosting a blood drive through the Blood Centers of the Pacific between 8:30 a.m. and 1:30 p.m. on May 31, 2017 in the Multi-Purpose Room. The opportunity to participate in the blood drive has been extended to all staff, temporary staff, students and retirees. A flyer was emailed District-wide to staff and mailed to retirees providing registration information for www.bloodheroes.com using Code CCCSD to make an appointment. The goal is to have 36 participants donate whole blood and double red cells. Currently 23 participants have registered. FOLLOW-UP ON PUBLIC COMMENT d) Update on Concerns Expressed by William Vaughn During Public Comment Period at April 20., 2017 Board Meeting At the April 20, 2017 Board meeting;William Vaughn of Lafayette submitted written comments (see attached) to the Secretary of the District regarding the Lafayette Sewer Renovation — Phase 11 Project near his home. As part of this renovation project, the sewer on Oak Street in Lafayette will be replaced. Oak Street is a private roadway owned and maintained by the residents sharing the street. Mr. Vaughn raised concerns about how the project may affect paving on Oak Street. He had requested the District slurry seal the road to extend the pavement life, but was unsatisfied with the response provided by the project team prior to bidding. He asked the Board to reconsider his request. Central San staff has been in contact with Mr. Vaughn since August 2016 and has met with him on two occasions, including the public meeting held in early April 2017. Capital Projects Division Manager, Edgar Lopez, met with Mr. Vaughn after the April 20, 2017 Board Meeting to address the concerns provided in his letter to the Board. Mr. Vaughn sent an email on May 1, 2017 (see next page) to express his gratitude and is confident that his concerns will be addressed during the project. It is too late to make changes. 3. Issues: a)What and who is in charge?Are the engineers in charge or are the specifications in charge? b)Are all conditions really the same?Can input from residents be valid or are they only valid for non-specification issues. c)Should the District consider treating each case as a unique case with engineering guidelines? 4)Specifics: a) Private roads are not all the same.Some are gravel and some are paved.Some have little traffic and some have a lot of traffic. Some are treated as public roads. b) Private individuals have to pay to maintain the private road. We cannot charge fees like the d istrict. c)Cutting the flexible pavement,installing a pipe, back filling and patching the pavement will reduce the life of the pavement. It is unavoidable. d)Adding a slurry seal is often used to extend the life of a pavement.This should be considered.
