Petit Director of Engineering and Technical Services Roger S. alley General Manager ISSUE: Board of Directors' authorization is required for the Gen I tanager to execute a professional services agreement in an amount greater than $100,000. BACKGROUND: The Fiscal Year (FY) 2017-18 Capital Improvements Budget Treatment Plant and General Improvement Programs includes several projects associated,with improvements of Central San's buildings and facilities. These District Projects (DP) are as follows: Treatment Plant Improvement Program: DP 7384: Treatment Security Improvements DP (TBD): POD seismic Upgrades General Improvement Program: DP 8207: General security and Access ® DP 8243: server Room Relocation DP 8247: Buffer and Rental Property Improvements These projects include several building improvements for safety, security and building code enhancement purposes. The buildings or facilities are located at the Headquarters office Building (HOB), the Multi-Purpose Room (MPR) located within Plant,Operations Building (POB), POB Administrative area, and in a commercial building owned by central San at 4737 Imhoff Place in Martinez. The scope of this project includes the following: A) Central San is installing security upgrades to the HOB Lobby to secure the area and clearly identify the public use of the building. The restrooms previously used by the public will no longer be accessible after the security work is complete. B) The MPR is located within POB and is frequently used by the public. central San has plans to separate this area from the rest of the operations building due to security reasons. This would involve reconfiguring the floor plan and modifying the existing restrooms-to improve public access and meet Americans with Disabilities Act of 1090 (ADA) requirements. C) The remaining POB needs seismic improvements. Due to the construction, some of the works spaces may require some modifications. In addition, some of the existing Operations work spaces may be repurposed to accommodate the work force.. Any modifications or improvements will be conducted in a cost effective and modest manner. D) 4737 Imhoff Place is a commercial building partially used by central San with the remaining space rented to businesses. The building requires a comprehensive evaluation to determine the best alternatives to meet central San's operational needs and to meet the contra costa county's ADA requirements. T) Based on the server room relocation project, DP 8243, and its predesign effort, staff has determined that the best solution is to relocate the server room above grade and incorporate it as part of the POB. Michael Willis Architects (MWA Architects) will be designing the new server room exterior, building structural components, and will coordinate with the Information Technology specialist team (Pacific Design Group) hired to move the servers to this new location. On March 3, 2017, a Request for Proposals (RFP) was publicly advertised on Central San's website and PlanetBids, a service central San uses to advertise electronically for solicitation of proposals. In addition, staff called local architectural firms to inform them of the RFP. Four firms responded with qualified and responsive proposals. After evaluating the proposals based on qualifications, and proximity to central San, staff invited two firms to participate in an oral interview. The two firms interviewed were MWA Architects and Calpo Hom and Dong Architects. Based on the combined score of the RFP and oral interview, staff selected MWA Architects. MWA Architects scope of services will include pre-design and final design for the items A through E listed above, including architectural, mechanical, electrical and plumbing. The structural design will be done by Complete Projects solutions (CPS) in Pleasant Hill who will subcontract with MWA Architects. Page 2 of 3 POSITION PAPER Burd Meeting Date: may 18, 2017 Subject: AUTHORIZE.THE GENERAL MANAGER To EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH MWA ARCHITECTS TO PROVIDE ARCHITECTURAL SERVICES FOR PUBLIC FACILITIES AND SECURITY IMPROVEMENTS ALTER NATIVESICONSI DERATIONS: The Board can elect not to authorize the General Manager to execute the agreement. This is not recommended since the work is needed to improve public accessibility and building security. CEQA: Staff has concluded that this project is exempt from the California Environmental Quality Act (CEQA) under Central San CEQA Guidelines Section 15301, since it involves minor alterations to existing public facilities involving no expansion of use. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA. FINANCIAL IMPACTS: The estimated agreement cost is $400,000, which includes preliminary and final design costs. This agreement will be paid for by the upcoming FY 2017-18 Capital Improvement Budget and projects stated above, which have a total combined budget of $954,000, as shown in Table 1 — Funding Sources. The MWA Architects agreement costs are estimated to reach up to $400,000, which is about 6.5% of the estimated total project costs. This agreement will develop a more detailed predesign and final estimate for the project construction costs that may be included in future Capital Improvement Budgets. COMMITTEE RECOMMENDATION: The Engineering and operations Committee reviewed this agreement at the meeting on May 9, 2017 and recommended awarding this contract. RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a professional services agreement with MWA Architects with a cost ceiling not to exceed $400,600 for public facilities and security improvements at the Martinez campus.
