ISSUE: Board of Directors' authorization is required for the General Manager to execute a
professional services agreement in an amount greater than $100,000.
BACKGROUND: The Fiscal Year (FY) 2017-18 Capital Improvements Budget Treatment
Plant and General Improvement Programs includes several projects associated with
improvements of the District's buildings and facilities. These District Projects (DPs) are as
follows:
Treatment Plant Improvement Program:
• DP 7354: Treatment Security Improvements
• DP (TBD): POD Seismic Upgrades
General Improvement Program:
• DP 8207: General Security and Access
• DP 8247: Buffer and Rental Property Improvements
These projects include several building improvements for safety, security and building code
enhancement purposes. The buildings or facilities are located at the Headquarters Office
Building (HOB), the Multi-Purpose Room (MPR) located within Plant Operations Building
(POB), POB Administrative area, and in a commercial building owned by Central San at
4737 Imhoff Place in Martinez.
A) Central San is installing security upgrades to the HUB Lobby to secure the area and
clearly identify the public use of the building. The restrooms previously used by the
public will no longer be accessible after the security work is complete. Modifications
to the lobby are needed to provide a public restroom and provide for customer and
business accommodations.

B) The MPR is located within POB and is frequently used by the public. Central San
has plans to separate this area from the rest of the operations building due to
security reasons. This would involve reconfiguring the floor plan and modifying the
existing restrooms to improve public access and meet ADA requirements.
C) The remaining POB needs seismic improvements and additional workspaces for
Operations and requires a comprehensive evaluation to determine the best
alternatives to suit the work force.
D) 4737 Imhoff Place is a commercial building partially used by Central San with the
remaining space rented to businesses. The building requires a comprehensive
evaluation to determine the best alternatives to meet Central San's operational
needs and to meet the Contra Costa County's ADA requirements.
On March 3, 2017, a Request for Proposals (RFP) was publicly advertised on Central San's
website and PlanetBids, a service Central San uses to advertise electronically for
solicitation of proposals. In addition, staff called local architectural firms to inform them of
the RFP. Four firms responded with qualified and responsive proposals. After evaluating

the proposals based on qualifications, and proximity to Central San, staff invited two firms
to participate in an oral interview. Based on the combined score of the RFP and oral
interview, staff selected Michael Willis Architects (MWA Architects).
ALTER NATIVESICONSIDERATIONS: The Board can elect not to authorize the General
Manager to execute the agreement. This is not recommended since the work is needed to
improve public accessibility and building security.
CEQA: Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines Section 15301, since it involves minor
alterations to existing public facilities involving no expansion of use. Approval of this

project will establish the Board of Directors' independent finding that this project is exempt
from CEQA.
FINANCIAL IMPACTS: The estimated agreement cost is $400,000, which includes
preliminary and final design costs. This agreement will be paid for by the upcoming FY
2017-18 Capital Improvement Budget and projects stated above, which have a total
combined budget of $954,000, as shown in Table 1 — Funding Sources.

Total: $954,000
The total project costs, if fully implemented, are estimated at $2.58 million. The MWA
Architects agreement costs are estimated to reach up to $400,000, which is about 6.5% of
the estimated total project costs.
This agreement will develop a more detailed predesign and final estimate for the project
construction costs that may be included in future Capital Improvement Budgets.
COMMITTEE RECOMMENDATION: The Engineering and Operations Committee
reviewed this agreement at the meeting on May 9, 2017 and recommended....
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a
professional services agreement with MWA Architects with a cost ceiling not to exceed
$400,000 for public facilities and security improvements at the Martinez campus.
