ISSUE: A resolution of the Board of Directors is required to accept offers dedication
for sanitary sewer easements and to authorize execution of quitclaim deeds to convey
or remove any real estate interest to or from Central San and to record the documents
with the Contra Costa County Recorder.
BACKGROUND: Located at the convergence of Moraga Road and Rheem Boulevard
in Moraga, signature at Moraga, LLC, a California limited liability company (Developer),
planned a community of 17 single family residential homes as part of Subdivision 9317
known as Via Moraga. On their Final Map (529 M 28) the Developer offered for
dedication sanitary sewer easements to Central San.
With this sewer project (Job 5587), the Developer changed the alignment of the existing
public sewer, which has been abandoned with this job and now the existing Grant of
Easement, ROW Parcel 1 --Job 1933, (5755 OR 207, 9129/1972) is obsolete. Both the
new sewer and abandoned sewer work have been approved by staff.
The Board of Directors historically accepts offers'of dedications of sanitary sewer
easements and authorizes execution of quitclaim deeds by resolution. Upon
acceptance and recording of this resolution, central San will have the necessary land
rights for the new and abandoned public sewers as required for construction and
acceptance of sewer project Job 5587.
Strategic Plan: Adoption of these resolutions will further advance Central San's Goal 5,
"Maintain a Reliable Infrastructure". Defined easements are necessary to effectively
and efficiently maintain and operate public sewers on private property. In addition,

Improvements", of District Code and Section 8, "Property Rights of Wastewater
Facilities", of the latest .Standard Specifications for Design and Construction of Sewers.
ALTERNATIVE SIC ON SIDERATIONS: None.
FINANCIAL IMPACTS: The offer of dedication for SSEs was acquired at no cost to
Central San and the costs and fees associated with the quitclaim deed have been paid
by the Developer.
COMMITTEE RECOMMENDATION: This matter was not reviewed by a Board
Committee.
RECOMMENDED BOARD ACTION: Adopt a resolution;
1) Accepting an offer of dedication for sanitary sewer easements as depicted on
Final Map for Subdivision 9317 (525 M 28) and accept new facilities and the
abandonment of the replaced sanitary sewer facilities;
2} Authorizing the President of the Board of Directors and the Secretary of the
District to execute quitclaim deed to the property owner listed in Attachment A of
Resolution for the Grant of Easement, ROW Parcel 1 — 1933 (5755 OR 2971
912911972);
3) Authorizing staff to record said documents with the Contra Costa County
Recorder.

RESOLUTION ACCEPTING OFFER OF DEDICATION FOR
SANITARY SEWER EASEMENTS AND SANITARY SEWER FACILITIES FROM
SIGNATURE AT MORAGA, LLC, A CALIFORNIA LIMITED LIABILITY COMPANY,
AS RELATED TO VIA MORAGA PROJECT, SUBDIVISION 9317, JOB 0587, AND
AUTHORIZING EXECUTION OF A QUITCLAIM DEED TO SIGNATURE AT MORAGA, LLC,
A CALIFORNIA LIMITED LIABILITY COMPANY FOR EXISTING EASEMENT ACQUIRED
WITH JOB 1933 AND RECORDING OF THE RESOLUTION
WHEREAS, as part of Sewer Job 5587, located at the convergence of Moraga Road and
Rheem Boulevard in Moraga, Signature at Moraga, LLC, a California limited liability company
(Developer), planned a community of 17 single family residential homes. On their Final Map
titled "Subdivision 9317, Via Moraga" that was filed on October 8, 2015 at Book 520 of Maps,
page 28 (525 M 28) in the office of the County Recorder of Contra Costa County, State of
California, the Developer offered a dedication of sanitary sewer easements to Central Contra
Costa Sanitary District (Central San); and
WHEREAS, the Developer installed a sanitary sewer (sewer) with Job 0587 that was
approved by staff; and
WHEREAS, with same Sewer Job 5587, Developer abandoned an existing public sewer
main, which has made the following existing Central San sanitary sewer easement obsolete:
Grant of Easement (ROW Parcel 1 -- Job 1933) as recorded on September 20, 1972 at Book
0755 of official Records, page 207, in the office of said county recorder.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors (Board) of Central San as
follows:
THAT Central San hereby accepts the offer of dedication of sewer service easements from
said Final Map (520 M 28); and
THAT Central San hereby consents to the execution and recording of a quitclaim deed as
more particularly described above to the property owner listed in attached Exhibit A; and
THAT the President of the Board and the Secretary of the District are hereby authorized to
execute said document for and on behalf of Central San; and
THAT staff is authorized to record the documents in the office of the Recorder of Contra
Costa County.
