(Handout) Central Contra Costa Sanitary District Public Comment: 4-20-17 By: Bill Vaughn 3581 Brook Street Lafayette, CA 94549 (925)283-1498 vaughnse@value.net Problems with the Public Workshop Meeting after the design and specifications are complete. 1.The request for input on the project is not genuine. 2.The response to special requests was: a)You are not going to receive any special considerations.You will get what everyone else gets. b) Weare not going to change the specifications.The standard specifications are what we get. c)We are going out to bid right away. It is too late to make changes. 3. Issues: a)What and who is in charge?Are the engineers in charge or are the specifications in charge? b)Are all conditions really the same?Can input from residents be valid or are they only valid for non-specification issues. c) Should the District consider treating each case as a unique case with engineering guidelines? 4)Specifics: a) Private roads are not all the same.Some are gravel and some are paved.Some have little traffic and some have a lot of traffic. Some are treated as public roads. b) Private individuals have to pay to maintain the private road. We cannot charge fees like the district. c) Cutting the flexible pavement, installing a pipe, back filling and patching the pavement will reduce the life of the pavement. It is unavoidable. d)Adding a slurry seal is often used to extend the life of a pavement.This should be considered.
