ISSUE: Board of Directors (Board) approval is required for any new project, which is
not identified in the Capital Improvements Budget-(CIB), in an amount above $100,000.
Board approval is also required to budget projects or transfer funds from the
Self-Insurance Fund.
BACKGROUND: On January 11, 2017, after several days of heavy rain, a large
sinkhole enveloped two Central San sanitary sewers that run along Miner Road in
Orinda. Thus, both sewer lines, a 15-inch and an 18-inch sewer pipes, ruptured, and
heavily-diluted sewage was discharged into Lauterwasser Creek, which flows into the
San Pablo Reservoir, a drinking water reservoir operated by East Bay Municipal Utility
District. The City of orinda (City) owns a 72--inch storm drain that is located at the
bottom of the sinkhole. Central San has been bypass pumping sewage from manhole
to manhole on Miner Road since the sinkhole event ruptured our gravity pipes. The City
has been actively working on obtaining all necessary permits and has also been
seeking emergency funding from Federal agencies.
The City signed an emergency contract for repair of the culvert and roadway with a
contractor, and has been working with Central San to include an optional item to repair
the sewers as part of that contract. Staff is recommending this approach. Staff has
also evaluated several alternatives, such as installing temporary repairs, hiring a
separate contractor, or performing the work under change order with an existing
construction contract, as discussed in the alternative section below.
ALTERNATIVES/CONSIDERATIONS:
1. Staff considered temporary sewer repairs, but elected not to take this approach
due to the uncertainty of the City's implementation schedule, weather, exposure
to the creek, and the high likelihood that the work would have to be monitored
and eventually redone later as a permanent installation.
2. The City also considered installing a temporary, loo-foot long bridge to reopen
Miner Road, which would have resulted in staff recommending permanent sewer

repairs that would not conflict with the City's culvert design. The permanent
repairs would have consisted of a creek crossing with concrete piers, steel
casings, and was estimated to cost $395,000. Since the City is proceeding with
the project after receiving the permits and funding, this alternative is not
recommended.
3. Another alternative would be for Central San to hire a separate contractor to
perform the sewer repairs, which is not recommended due to timing of the City's
project and coordination between the contractors involved.
Financial alternatives would be to transfer the funds from other active CIB projects,
which is not recommended since it would result in project delays.
FINANCIAL IMPACTS: The total cost of the Miner Road Sewer Repairs project is
estimated to cost $200,000, which includes design, contractor costs, construction
management, and $30,000 in project contingency.
Upon Board approval, $200,000 will be transferred from the Self-Insurance Fund for this
new project. The State of California, Contra Costa County, and the city of Orinda have
all proclaimed a state of emergency. The Board adopted a resolution on March 2, 20171
proclaiming a local emergency arising from the 2017 storms, and staff will pursue all
available emergency funding for the work performed under this project.
COMMITTEE RECOMMENDATION: The Engineering and Operations Committee
reviewed this subject at the meeting on April 11, 2017, and recommended to approve
the new project and fund the work using the Self-Insurance Fund.
RECOMMENDED BOARD ACTION: Staff recommends the following:
1. Approve a new project in the amount of$200,000 for the Miner Road Sewer
Emergency Repairs, District Project 8439.
2. Authorize the General Manager to transfer $200,000 from the Self-Insurance
Fund to the Miner Road Sewer Emergency Repairs, District Project 8439.
