SUBJECT: PROPOSED CHEVRON PIPELINE THROUGH CENTRAL SAN
PROPERTY
Background
Chevron Pipe Line Company (Chevron) has approached staff to discuss the possibility
of routing a new 12-inch diameter petroleum pipeline through Central San property.
Chevron has proposed four alignment alternatives as shown on the attached map
provided by Chevron. Staff has informed Chevron that approval of the pipeline through
Central San's land would have to be determined by central San's Board of Directors.
The scope of project is a pipeline to transport product from an existing Chevron pipeline
(shown in red on the Chevron map) located on central San-owned PG&E Strip to
Kinder Morgan's Terminal on Imhoff Drive, across the Walnut Creek Channel from
County Quarry.
Proposed Alignments
Central San staff, including Legal Counsel, have been reviewing the proposed pipeline
alternatives to determine possible impacts to Central San's land and Plant operations. It
appears from initial discussions with Chevron and feedback from in-house stakeholders
that the preferred alignment is Route 1.1. This alignment is along an existing utility
corridor through the Lagiss Property and the Basins Property that already contains four
to six other petroleum or gas pipelines. In 2005, Kinder Morgan constructed a 20-inch
diameter pipeline along the same proposed route.

Financial Considerations
Chevron would be required to compensate central San with fair market value for right of
way needed to accommodate the proposed pipeline. Additionally, chevron would need
to post a bond whereby staff would charge their actual time and expense per central
San's Fee Schedule (Fee Category E-1).
Possible Board Action
The Board has authority to approve or reject the proposed pipeline project and can
decline to grant the needed right of way. The Board may also direct staff to proceed with
the project as proposed or with staff recommended changes.
If the Board were to approve moving ahead with the proposed pipeline, staff would
require chevron to submit detailed engineering plans and reports for review.
Additionally, chevron would be required to enter into an agreement with central San for
the construction of the pipeline and the purchase of right of way. The agreement would
contain all the necessary conditions to protect Central San, including insurance
requirements, performance security, indemnification, property appraisal reports, and
CEQA documentation.

Chevron Proposed Pipeline Routesand Valve Sites
Pipeline PL Route 1.1 and Valve Site 1.1 Yellow
Route 1.1 consists of an approximately 1.24 miles of 12" diameter pipeline starting at Site 1.1 and ending at Kinder
Morgan Concord terminal.The permanent easement width would be 10 feet wide. Temporary workspace will be
required for installation. The main method of construction would be open cut. Valve Site 1.1, located north of BNSF's
railroad, and would be expanded to accommodate the new Motor Dperatgd Valve (MDV) and pig trap. The(yellow)
route requires a bore under the Burlington Northern Santa Fe (BNSF) railroad track and Waterbird Way road to continue
along pipeline corridor to the Walnut Creek Channel. It also requires an approximately 1,500 ft long Horizontal
Directional Drill (HDD) under Walnut Creek channel to Kinder Morgan facilities. This valve site would consist of a MDV
on the mainline and new lateral pipeline, a control valve, and a pig launcher. A new electrical power connection is
required at this site to support the new instrumentation.
Pipeline Route 1.2 and Valve Site 1.2 Green
Route 1.2 consists of an approximately 1.21 miles of 12" diameter pipeline starting at Valve Site 1.2 and ending at Kinder
Morgan Concord terminal. The permanent easement width would be 10 feet wide. Temporary workspace will be
required for installation. The main method of construction would be open cut. Valve Site 1.2 would be located in the
Northeasterly corner of the Sanitary District's property just West of Waterbird Way. The(green) route requires a bore
under the Burlington Northern Santa Fe(BNSF) railroad track to Valve Site 1.2,the pipeline would extend westerly to the
existing Kinder Morgan pipeline route to follow the existing pipeline,go under Waterbird Way road, and continue along
pipeline corridor to the Walnut Creek Channel. This route also requires an approximately 1,500 ft long Horizontal
Directional Drill (HDD) under Walnut Creek to Kinder Morgan facilities. This valve site would consist of a MDV on the
mainline and new lateral pipeline, a control valve, and a pig launcher. A new electrical power connection and site access
from Waterbird Way is required for this site to support new instrumentation. The new access road to the Valve Site 1.2
would be approximately 350 ft and 10 feet wide across.
Pipeline Route 1.3 and Valve Site 1.3 Blue
Route 1.3 consists of an approximately 1.19 miles of 12"diameter pipeline starting at Valve Site 1.3 and ending at Kinder
Morgan Concord terminal. The permanent easement width would be 10 feet wide.Temporary workspace will be
required for installation. The main method of construction would be open cut. Valve Site 1.3 would be located in
Northern region of the Sanitary District's property, approximately 1,700 feet to the northeast of Waterbird Way. The
(blue) route would extend westerly to the easterly side of Waterbird Way, run along the easterly side of Waterbird Way
to the existing pipeline corridor and to continue along pipeline corridor to the Walnut Creek Channel. This route also
requires an approximately 1,500 ft long HDD under Walnut Creek Channel to Kinder Morgan facilities. This site would
consist of a MDV on the mainline and new lateral pipeline, a control valve, and a pig launcher. A new electric power
connection and site access from Waterbird Way is required for this valve site.The new access route would be
approximately 1,700 ft long and about 10 feet wide across(possibly along the BNSF Railroad right-of-way).
Pipeline Route 2 and Valve Site 2(Orange)
Route 2 consists of an approximately 1.07 miles of 12" diameter pipeline starting at Valve Site 2 and ending at Kinder
Morgan Concord terminal.The permanent easement width would be 10 feet wide. Temporary workspace will be
required for installation. The main method of construction would be open cut. Valve Site 2 would be located in
Northeasterly region of the Sanitary District's property,approximately 2,500 feet northeast of Water Bird Way. The
(orange) route would run southeasterly and bore under the Sanitary District's overflow duct,then along the existing dirt
road to a point to along the Walnut Creek Channel. At this point the route requires an approximately 1,500 ft long HDD
under Walnut Creek Channel to Kinder Morgan facilities. This valve site would consist of a MDV on the mainline and
new lateral pipeline,a control valve, and a pig launcher. A new electric power connection and site access from
Waterbird Way is required for this valve site. The new access road would be approximately 2,500 ft long and about 10
feet wide across(possibly along the BNSF Railroad right-of-way).
Pipeline Route 2 and Valve.Site 1.3(Orange)
Option- Route 2 consists of an approximately 1.25 mile of 12"diameter pipeline starting at Valve Site 1.3 and ending at
Kinder Morgan Concord terminal.The permanent easement width would be 10 feet imide. Temporary workspace will be
required for installation. The main method of construction would be open cut. Valve Site 1.3 would be located in
Northeasterly region of the Sanitary District's property, approximately 1,700 feet northeast of Water Bird Way. The
(orange) route would run easterly, approximately 800 feet northeast,then the route would turn southeasterly, bore
under the Sanitary District's overflow duct, then along the existing dirt road to a point to along the Walnut Creek
Channel. At this point the route requires an approximately 1,500 ft long HDD under Walnut Creek Channel to Kinder
Morgan facilities. The new access road would be approximately 1,700 ft long and about 10 feet wide across(possibly
along the BNSF Railroad right-of-way).
