PETIT, DIRECTOR OF ENGINEERING AND TECHNICAL SERVICES Jhf DANEA GEMMELL, PLANNING AND DEVELOPMENT SERVICES DIVISION MANAGER FROM: DANA LAWSON, SENIOR ENGINEER SUBJECT: REQUEST FOR PROPOSALS FOR PROGRAM MANAGEMENT INFORMATION SYSTEM SOFTWARE AND IMPLEMENTATION SERVICES A request for proposals (RFP) was publicly posted on March 29, 2017 to provide hosted program management information system (PMIS) software and implementation services. Implementation of a PMIS will provide continuous visibility into program performance and streamline project management functions and processes. The PMIS will be a tool that interactively organizes and reports information about the projects and programs in the Capital Improvement Program, enabling management to track program and project status, view program performance on a continual basis, and monitor work so that it is delivered on time and on budget. In addition, this project will review and confirm workflow processes, roles and responsibilities (internal and intradepartmental), and data validation. The Asset Management Implementation Plan, finalized in April 2015, identified the need for Program and Project Management Standards to establish consistent program and project management practices, improve the ability to manage projects effectively and efficiently in a consistent and rigorous approach across the organization, and to assist managers and staff to link asset management through the capital investment processes. Proposals are due April 26, 2017 and will be evaluated by a panel. The top three scoring Proposers will be invited for presentations. Central San has budgeted $300,000 for Phase 1, Program Management. Future phases for Project and Construction Management will be rolled out with major projects in the Capital Budget. Central San will purchase the PMIS software licenses directly from the software vendor. More information will be presented when the Committee is asked for a recommendation on June 19, 2017 prior to seeking Board approval of the contract on July 7, 2017.
