BACKGROUND: On February 14, 2017 the President declared a major disaster for damages caused by the severe winter storms from January 3, 2017 through January 12, 2017. The declaration included authorization to provide federal financial assistance to eligible public agencies. Eligible agencies are those that suffered damage from the storms within the declared disaster locations and time frame. Contra Costa County was included in this declaration and the California Office of Emergency Services (CaIOES) has since initiated the application process for Public Assistance, the federal disaster relief program from which public agencies may request financial assistance. Staff attended an applicant briefing and submitted the initial Request for Public Assistance (FEMA form 90-40) on March 17, 2017. The next step in the process is for the Board of Directors to authorize certain personnel to continue the application process on its behalf. This authorization must be provided on CalOES form 130. Staff proposes designating the General Manager, the Deputy General Manager and the Director of Finance and.Administration as authorized agents for this purpose. ALTERNATIVES/CONSIDERATIONS: No feasible alternatives. FINANCIAL IMPACTS: Unknown. Without authorized agents on file with CaIOES, Central San will not be allowed to pursue the application for federal or state disaster funds.
