Petit—Director of Engineering &Technical Services Roger S.Bailey General Manager ISSUE: Due to the increased rain and lower usage of the residential fill station, staff is seeking direction from the Board to either keep the current operating schedule or reduce the operating hours of the Residential Recycled Water Fill Station. BACKGROUND: The Residential Recycled Water Fill Station opened in October 2014 after a drought emergency was declared by the Governor. The Water Board issued mandatory water restrictions that went into effect in June 2015. The fill station continued to operate in 2010, although draught restrictions were far less than observed in 2015. Fill station usage declined by nearly 50 percent in 2010 due to increased rainfall and decreased drought restrictions. With record rain accumulation so far in 20171 it is anticipated that fill station usage will be even less than observed in 2010. ALTERNATIVESICONSIDERATIONS: Staff has prepared four operating hours options to consider for the residential fill station in 2017: Oration 1: Ojaen the fill station Under the same operatinc�hours as in 2016. Summer . ,g ..,..,,.__.,.s. hours would run seven days a week May through September. Winter hours would be the same as the HHW Facility, October through April. This will provide 04 hours a week of access to the fill station users. This option requires three to four fill station technicians and one HHW staffer to work overtime on Sundays to oversee the fill station. Option : Match the til!station operating hours to HHW The fill station can be _ .. .� operated during HHW facility hours, sic days a week (Monday through Saturday). This option will provide 42 hours a week of access to the fill station users. This option requires two to three fill station technicians and does not require overtime for HHW staff to oversee the fill station on Sundays. The fill station can be operated during HHW facility hours, but be open five days a week (Monday, Tuesday, Thursday, Friday, and Saturday. Closed Wednesday and Sunday). This provides 35 hours a week of access to the fill station users, while reducing staffing down to one or possibly two fill station technicians. Option 4: Do not men the station. This may upset some users, as they have voiced � i n■.i.ii_rii i r._.�. concerns about their investment in equipment and have said they will want to continue to use recycled water even when we are not experiencing a drought. FINANCIAL IMPACTS: The following describes the financial impacts of the four options mentioned above. Option 1: It is estimated that this option would cost approximately $70,000 a year to staff and operate with three to four fill station technicians. This includes overtime for HHW staff on Sundays to oversee the fill station. Option 2: The estimated cost to operate under this option is $55,000 a year to staff and operate with two to three fill station technicians. No overtime by HHW staff will be needed. Option 3: The estimated cost to operate under this option is $25,000 a year to staff and operate with one fill station technician ($40,000 for two, if needed). No overtime by HHW staff will be needed. Option 4: There would be no cost to close the station. COMMITTEE RECOMMENDATION: The Real Estate, Environmental & Planning Committee reviewed this item at its February 17, 2017 meeting and recommended Option 3 as the Residential Recycled Water Fill Station operating schedule for 2017. The Committee also recommended adjusting operating hours, if necessary, based on demand. RECOMMENDED BOARD ACTION: Authorize the General Manager to set the 2017 Residential Recycled Water Fill Station hours of operation, as described in Option 3. Page 2 of 2
