Boehme, CMC Administration/Secretary of the District Secretary of the District REVIEWED AND RECOMMENDED FOR BOARD ACTION Roger S.Bailey General Manager ISSUE: The Board of Directors requested that the past practice of requiring that candidates running for the Central San Board pay $500 toward the cost of publication of their Candidate Statement at the time of filing be reviewed to determine if changes should be made prior to the 2013 election. BACKGROUND: Prior to each election, the County Elections office requires that the Board of Directors reaffirm or modify Central San's regulations regarding the word limit, payment of costs, and payment of a deposit for Candidate Statements. In 1996, due to prohibitively high costs compared to other agencies, the Board voted to have Central San share in the cost of publication of Candidate Statements to encourage healthy participation in the election process. For the 2016 election, the Board re-adopted regulations requiring that candidates pay $500 toward the cost of publication of their Candidate Statement at the time of filing their nomination papers, that the balance be paid by Central San after the election costs were determined, and that the Candidate Statement be limited to 250 words. The total cost for each Candidate Statement for the 2016 election was $1,067. (Candidate Statements over 250 words would have been double in price) The net cost to Central San was $1,467 for each Candidate Statement. View Sanitary District $175 Candidate pays full cost of statement West County $423 Candidate pays full cost of Wastewater statement ALTERNATIVES/CONSIDERATIONS: The Board could provide other direction to staff, such as requiring the candidate to pay the entire cost of the Candidate Statement or some other level of cost-sharing. FINANCIAL IMPACTS: The amount subsidized by Central San in the past four election cycles has ranged from $5,868 to $13,314 in those years when an election has been held. The total amount subsidized depends on the number of candidates, which will vary with each election. COMMITTEE RECOMMENDATION: This matter was reviewed by the Administration Committee on February 1 and 23, 2017. The Committee recommended adoption of a Board Policy stating that candidates should continue to pay the first $500 toward the cost of their Candidate Statement and Central San will pay the balance. BACKGROUND The Contra Costa Elections Office conducts the biennial elections for the Central San Board of Directors. Each election, the Elections Office requires that the Board of Directors determine who pays for Candidate Statements for candidates running for the District Board. The Board desires to facilitate and encourage participation of candidates in District elections and choses to do this by contributing to the cost of the Candidate Statements. POLICY It is the policy of the Board of Directors that it will continue the past practice of requiring each candidate running for the District Board who files a Candidate Statement to pay $500 toward the cost of that statement, with Central San paying the remaining balance.
