BOEHME, SECRETARY OF THE DISTRICT SUBJECT: REVIEW OF BOARD POLICIES Issue Staff has been directed to present existing Board Policies to the Administration Committee for biennial review and submit proposed revisions to the Board for consideration. Background Staff has been directed to take existing Board Policies to the Administration Committee every two years for review. If changes are proposed by staff or the Committee the changes will be scheduled for consideration by the Board. We are now beginning the second biennial review of Board Policies. The first biennial review focused on extracting "procedures" from the Policies, leaving them concise and high--level. It is anticipated that this second biennial review will generate few if any revisions. Attached are the following Board Policies for your review: Board Policy BP 004 Integrated Pest Management Board Policy BP 006 Records Management Program Board Policy BP 007 Teleconferencing Policy Board Policy BP 012 Parliamentary Procedures Policy Each one.of these has been reviewed by the appropriate staff and no changes are recommended at this time. BOARD POLICY INTEGRATED PEST MANAGEMENT PURPOSE To establish a policy to promote the combined use of physical, cultural, biological, and chemical control methods to effectively manage pests with minimal risk to humans and the environment. POLICY The goal of this policy is to minimize risks to human health, water quality and the environment as a result of pest control activities conducted by CCCSD staff and contractors. In support of the District's mission to protect public health and the environment, the District shall manage pests on District properties and facilities using Integrated Pest Management (IPM) principles and techniques. IPM is a science-based strategy and decision-making process that provides effective, long-term pest control while emphasizing pest prevention and the use of non-chemical pest management practices. central Contra costa Number: BP 006 Sanitary Related Administrative Procedure: AP 006 Authority: Board of Directors/State Law Effective: Revised: March 19, 2015 Reviewed: www.centralsan.org Initiating Dept./Div.: Secretary of the District BOARD POLICY RECORDS MANAGEMENT PROGRAM PURPOSE To establish a Records Management Program for the District that provides for a Master Records Retention Schedule by which the District will comply with California law, including Government Code Section 60200 et seq. regarding the appropriate requirements for the retention and destruction of the District's records. POLICY The Secretary of the District shall administer the Records Management Program and oversee compliance with the Master Records Retention Schedule. The General Manager and District Counsel shall periodically review and approve changes to the Master.Records Retention Schedule in accordance with changes in State law, recordkeeping practices or operational needs. central Contra costa Number: BP 007 Sanitary District Related Admin. Procedure AP 007 Authority: Board of Directors Effective: May 5, 2011 Revised: March 19, 2015 Reviewed: www.centralsan.org Initiating Dept./Div.: Secretary of the District BOARD POLICY TELECONFERENCING POLICY PURPOSE It is District policy to encourage physical attendance by all members of the Board of Directors at all meetings. POLICY A Board Member may participate in a Board meeting via teleconferencing in accordance with the procedures in California Government Code Section 54953 when the Member is unable to resolve a scheduling conflict. If a Member anticipates being absent from a Board meeting at which an item of significance is being discussed, he/she may ask that the matter be moved to a meeting at which he/she will be in attendance. Staff will, to the extent practical, take into account planned absences when scheduling matters for Board action and District business will not be hindered by any delay or advancement of schedule. central Contra costa Number: BP 012 Sanitary District Authority: Board of Directors Effective: January 9, 2014 (Resolution 2014-005) Revised: Reviewed: May 11, 2015 Initiating Dept./Div.: Administration wwwcentralsan.org BOARD POLICY PARLIAMENTARY PROCEDURES POLICY PURPOSE To adopt a set of parliamentary procedures to assist in conducting meetings of the Board of Directors in an orderly fashion with rules that establish order, are easy to understand, and preserve the will of the majority while protecting the rights of the minority. POLICY The proceedings of the Board shall be governed by the provisions of law applicable thereto and by Rosenbergs Rules of Order, as modified and incorporated herein by reference.
