PROJECT UPDATE
a) Public Bidding for Treatment Plant Energy — Cogeneration Unit
Optimization, District Project 7320

Plant Operations has reported a significant increase in PG&E costs due to carbon
monoxide (CO) limits on the cogeneration system. Staff has estimated a yearly increase
of$300,000. The Treatment Plant Energy— Cogeneration Unit Optimization project will
reduce CO emissions by installing an oxidation catalyst, and increase energy efficiency
by installing an evaporative cooling system. These improvements will help ensure
regulatory compliance and eliminate the added PG&E costs.
This project will be advertised on March 17, 2017 and March 27, 2017. Bids will be
opened on April 19, 2017. The construction cost is estimated at $575,000. More
information will be presented when the Board is asked to award the construction contract
on May 18, 2017.

b) Contra Costa LAFCO Approves District Annexation 191 — Faria
Preserve West in San Ramon
At its March 8, 2017 meeting, Contra Costa Local Area Formation Commission (LAFCO)
approved District Annexation (DA) 191 — Faria Preserve West, San Ramon. The 9.7-
acre, 17-townhouse unit boundary reorganization consisted of annexations to the Central
San and East Bay Municipal Utility District (EBMUD). Submission of this annexation's
application to LAFCO was approved by the Board at the September 15, 2016 meeting via
adoption of Resolution No. 2016-038.
PUBLIC OUTREACH
c) Central San Citizens Academy — Spring 2017 Session Begins
April 4, 2017
Central San Academy is set to launch its second session on April 4. Classes will be held
every Tuesday night from 6:00-8:30 p.m. for six consecutive weeks (except for the
Facilities Tour in the fourth week, from 1:00-3:30 p.m.). Board Members are invited to
attend any or all classes, particularly the first and last of the series. On April 4, General
Manager Roger S. Bailey will provide an introduction to wastewater and President

causey will discuss the role of the elected official in the governance of a public agency. At
the graduation ceremony on May 9, Board Members have been invited to participate in a
Q&A session similar to last year.
Applications are available online at centralsan.orglacademy and are being accepted until
March 21. Staff looks forward to welcoming the new participants and educating a new
group of members of the public on the variety of services central San performs for the
community.
