Esparta—Laboratory Superintendent Roger S.Bailey General Manager ISSUE: The Central contra costa Sanitary District (Central San) 2915 National Pollutant Discharge Elimination System (NPDES) Annual Report has been prepared for submission to the California Regional Water Quality Control Board (RWQCB), San Francisco Bay Section. This annual report is presented to the Board of Directors for informational purposes. BACKGROUND: During 2915, the Treatment Plant received a total of 12.95 billion gallons of.wastewater, which is an average influent flow of 35.4 million gallons per day. The Treatment Plant produced an effluent with annual average carbonaceous biochemical oxygen demand and total-suspended solids concentrations of 5.1 mg/L and 7.5 mg/L, respectively. These concentrations are markedly lower than our NPDES permit standards of 25 mg/L and 39 mg/L, respectively. Both carbonaceous biochemical oxygen demand and total-suspended solids removal efficiency for the Treatment Plant averaged 97.1 and 97.4 percent, respectively. Solids disposal during the year involved the incineration of dewatered sludge in central San's multiple hearth furnaces. Approximately 4,179 tons of furnace ash was produced.The ash met regulatory requirements for final disposal throughout the year. Over 15,009 analyses were completed for process control and NPDES permit compliance. The Treatment Plant effluent met all (199 percent) of the NPDES permit requirements throughout the year, which makes this the nineteenth consecutive year of full compliance. This includes a discussion of all projects that were planned or completed to improve performance and reliability of the Central San's wastewater treatment, collection and disposal practices. List of Approved Analyses. Plant schematic. Annual review of Facility Reports. Additionally, Central San has compiled yearly totals, averages, maximum and minimum values for influent, final effluent, sludge, and receiving water quality parameters for Board review and Central San staff use. This information has been submitted to the RWQCB electronically and is not a required component of the annual report. The NPDES annual report was submitted to the RWQCB on January 27, 2017. FINANCIAL IMPACTS: None. COMMITTEE RECOMMENDATION: This matter was reviewed by the committee on February 17, 2017. RECOMMENDED BOARD ACTION: Receive the 2016 NPDES Annual Report. Annual Compliance summa Table and Tabular Data Section V.C. .f 'i and (3)) Central San recognizes that the annual compliance summary and the tabular data are not required herein per Order No. R2-2012-0018, effective April 1, 2012. In this document, Central San discusses treatment plant performance and compliance with the Permit, presents tabular summaries of water quality parameters for influent, final effluent, sludge, and bay stations as a courtesy and considers the electronic submittals previously made as compliance with Sections V.C.1.f(1) and (3) of the Permit as the official Annual Report data. Com rehensive Discussion of Treatment Plant Performance and Compliance with the Permit LSection V.C.'i.ff� The final effluent quality remained in compliance with all applicable NPDES standards for the year, making 2016 the 19th consecutive year that Central San has accomplished this milestone. In February 2016, Central San completed the Annual Effluent Characterization Study. The effluent was analyzed for priority pollutants listed in Table C of the Regional Standard Provisions (Attachment O) using approved methods listed in Table 1C of 40 CFR Part 130. The concentrations of these priority pollutants have not increased over past performance measurements and were either below their applicable water quality criteria as listed in Tables F--7 and F-8 of Order R2-2012-0016, or not detected. Central San filed a Report of Waste Discharge as application for re-issuance of waste discharge requirements, as required by Title 23, California Code of Regulations on September 27, 2016, in accordance with the September 30 deadline. Discharge Monitoring Program Annual Report Summary of Comments and Significant.Events --2016 Page 2 January 27, 2017 Central San continued implementing its Capital Improvement Program in 2016. The following projects were completed or are in progress to improve performance and reliability of Central San's wastewater treatment, collection, and disposal practices. Overarching central San Projects: Geographic Data Integration Replacement Completion Date: June 2016 Total Pro'ect Cost: 1952,000 This project implemented a new GIS and web mapping portal to standardize the collection of asset data and improve spatial asset management. Environmental Systems Research Institute (ESRD software was chosen based on its ability to provide a versatile and expandable solution that integrates easily with other software (such as the CMMS and CCTV systems) currently in use at Central San. The ESRI system became fully operational in April 2016. Enhancements to the system will continue to be implemented over.time. Computerized Maintenance Management System Replacement Completion Date: Februa 2017 Total Pro'ect Cost 0 This project will support the asset management program by replacing the computerized maintenance management system (CMMS) for the collection system and treatment plant. A single GIS--centric solution is being implemented to encompass all Central San assets (collection system, recycled water distribution, treatment plant, pumping stations, fleet, and general facilities). The first phase went into effect on September 2016 and included the collection system, recycled water distribution, and fleet assets. The second phase for the remaining assets (treatment plant, pumping stations, and general facilities) will go live in January 2017. Comprehensive Wastewater Master Plan Completion Date: June 2017 Total Pro'ect Cost: $5,250,,600 This project will develop a comprehensive master plan for the wastewater treatment plant, collection system, and recycled water treatment facilities that identifies necessary capital improvement projects. The master pian is being completed in coordination with the District's asset management program, which includes condition assessments and the development of new tools such.as a new collection system hydraulic model. Recommended projects will be included in Central San's Capital Improvement Plan and Annual Budget 2 Discharge Monitoring Program Annual Report Summary of Comments and Significant Events -- 2018 Page 3 January 27, 2917 Asset Management Program Development Completion Date: June 2019 Total Proiect Cost: $2,700,000 This project will develop a comprehensive asset management program to optimize asset lifecycles. The program will predict, at an acceptable level of risk, the replacement of assets needed to sustain reliable wastewater collection and treatment. As part of this project, Central San will acquire new software applications to improve electronic access of current and legacy data, such as adding treatment plant infrastructure into the geographic information system (GIB), and implementing a new program management information system. `treatment Plant: Piping Renovations - Phase 8 Completion Date: May 2016 Total P roiect Cost: $1,750,000 lb This project renovated or replaced various piping, instrumentation, and equipment that had been identified by engineering, operations, and maintenance staff. Wet Scrubber Caustic Injection Completion Date: June 2018 Total Project Cost: $1,144,500 This project installed a new caustic injection system on the wet scrubbers of the multiple hearth furnaces to reduce hydrochloric acid emissions from the furnaces. The system included an 8,000 gallon polyethylene tarok, a metering pump skid, valve skids, and piping. Primary Treatment Renovation Com letion Date: November 2016 Total Project Cost: $14,947,000 This project renovated or replaced both the water and the air supply pipelines at the primary sedimentation tanks. The grit handling facility was renovated and the scum collection system was upgraded with new scum sprays, new helical scum skimmers and drives, and stainless steel scum hoppers for Tanks 1 and 2. The scum thickening unit in the Solids Conditioning Building was replaced. Other primary tank improvements included installation of new baffles, replacement of chain drives, sludge flight drive shafts and bearings, concrete repairs, the upgrading of hand railings, and construction of a new level control valve. Primary Effluent (PE) Rump 1 and PE Pump 2 were also renovated during the project. 3 Discharge Monitoring Program Annual Report Summary of Comments and Significant Events — 2016 Page 4 January 27, 2017 Substation 16 Switchgear Replacement Completion Date: Janua 2017 Total Project Cost: 040 00D This project replaced the electrical switchgear, busway, and bus duct for the treatment plant's main influent pumping station. Work included removal of the existing obsolete switchgear and replacement with new switchgear to increase the reliability of the system. f Treatment Plant Safety Enhancements Phase 4 Completion Gate: Janua 2017 Total Project Cost: $1,070,000 This project improved safety at Central San. Work included construction of a hazardous materials containment area, handrail modifications, and other improvements to eliminate safety hazards throughout the plant. Pump and Blower Seismic Upgrades Completion date: June 2017 Total Project Cost: $5,600,000 This project is part of Central San's Seismic Improvement Plan created in 2009 based on the Treatment Plant Seismic Vulnerability Assessment. The project will retrofit the Pump and Blower Building to meet current seismic design standards. Collection System: M1 Rehabilitation Project Completion date: Janupw 2016 Total Project Cost: 2.320.000 This project renovated approximately 3, 100 feet of the M1 transmission line, a 42" diameter reinforced concrete pipeline located on the treatment plant site. Lafayette Sewer Renovations — Phase g Completion Date: Janua 2018 Total Project Cost:-$3,064,000 This project replaced or rehabilitated approximately 8,545 feet of six and 15-inch sewers in the Lafayette area. Martinez sewer Renovations -- Phase 4 Comletion Gate: Ma 2016 Total Project Cost: 3 800 000 This project replaced or rehabilitated 7,700 linear feet of six and eight-- inch sewer mains located in the City of Martinez. 4 Discharge Monitoring Program Annual Report Summary of Comments and Significant Events—2018 Page 5 January 27, 2017 North orinda Sewer Renovations -- Phase 8 Completion Date: November 2016 Total Project Cost: 950 000 This project replaced or rehabilitated up to 8,300 linear feet of sic and eight-inch sewer mains located in the City of Orinda. Lafayette Sewer Renovations -- Phase 10 Completion Date: December 2015 Total Project Cost: $3,390,000 This project replaced or rehabilitated approximately 8,880 feet of sic and 15Winch sewers in the Lafayette area. Pleasant Hill -- Grayson Creek Trunk Completion Date: April 2017 Total Project Cost: $13,700,000 This project will install approximately 10,000 feet of 15, 18, and 24--inch relief sewers. These new trunklines will be utilized for diverting sewage for future sewer mainline renovation needs. As of December 31, 2018, the project is 60% complete. List of ARproved Anal ses section v.D.U.4.i.ii.iii All analyses electronically reported were conducted at the Dr. Mario Menesini Environmental Laboratory, except for pesticides, dioscin, polynuclear aromatic hydrocarbons (PAHs), PCB congeners, and chronic tonicity. These analyses were performed at contract laboratories. Both the contracted laboratories and the Dr. Mario Menesini Environmental Laboratory are certified by the State Water Resources Control Board's Division of Drinking Water to perform the aforementioned analyses. No analyses were waived. Laboratory certifications are attached in Appendices A and B. Drawings (Section V.D Figure 1 is an aerial photograph with the Suisun Bay sampling stations delineated. Figure 2 is the Treatment Plant schematic with sampling locations delineated. Figure 3 is the Treatment Plant site map. Operations and Maintenance Manual On an annual basis, the Operations and Maintenance (O&M) manuals related to Central San's treatment process and maintenance procedures are reviewed. Maintenance-specific O&M manuals, as well as O&M manuals related to process control strategies and the internal computer operating system known as DYNAC, are also reviewed annually. Discharge Monitoring Program Annual Report Summary of Comments and Significant Events --2016 Page 6 January 27, 2017 The O&M procedures are stored on the intranet in the Plant Information Management System (PIMS) and in binders located in the Plant operations Control Room, Solids Conditioning Building Control Room, and the Maintenance and Reliability Center. When systems change due to capital projects, new O&M manuals are placed in these libraries. Information found in PIMS and the O&M manuals provides references for personnel as well as training materials for professional development. Reference materials and videos include information on system overviews, operations and maintenance procedures, alarms, troubleshooting, control strategies, lab process data, daily microscopy, schematics, equipment upgrades and modifications, and updated regulatory documents. All edits have been reviewed and approved by Central San's Division Managers for Plant Operations and Environmental and Regulatory Compliance. The Contingency and 6 discharge Monitoring Program Annual Report Summary of Comments and Significant Events —2016 Page 7 January 27, 2017 Spill Prevention Plan was distributed throughout Central San to notify staff of the new edition. Edits to the plan were trached on the Amendment Log for recipients to easily identify what changed from the previous edition. The next review and evaluation of Central San's Contingency and Spill Prevention Plan is scheduled for the summer of 2017. Wastewater Facilities Status Re art& Proper Supervision and Operation of Publicly owned Treatment warksVOTWsl Central San's Wastewater Facility Status Report and Proper Supervision and operation of POTWs (Report) was updated in August 2016. This Report includes Central San's Annual Budget, Comprehensive Annual Financial Report, the Capital Improvement Plan, the organization Chart, and a list of all the certifications and licenses held in Central San's Plant operations division and Laboratory as of August 2016. The Report is posted on PIAS and is accessible to all staff. The Report documents how Central San operates and maintains its wastewater collection, treatment, and disposal facilities to ensure that all facilities are adequately staffed, supervised, financed, operated, maintained, repaired, and upgraded as necessary to provide adequate and reliable transport, treatment, and disposal of all wastewater from both existing and planned wastewater sources within the service area. The Annual Budget includes the Capital Improvement Plan, which the Capital Projects Division reviews and updates annually. The Finance Division prepares the Annual Budget for approval by Central San's Board of Directors every dune and also the Comprehensive Annual Financial Report, issuing the final report to Central San's Board of Directors every November. The Administration Department updates organizational charts, which are available on OTIS, as needed to accurately reflect changes in personnel. The list of certifications and licenses held in the Plant operations Division and Laboratory is updated at least once a year. Permit Provisions U date Central San is a member of the Bay Area Clean Water Agencies (BACWA) and through its membership males financial contributions for the development and support of water quality studies and attainment strategies. Central San also provides support for ambient receiving water monitoring conducted by the San Francisco Estuary Institute's (SFEI) Regional Monitoring Program. Central San's compliance with this permit provision is documented by the transmittal letter to Regional Water Quality Control .Board (RWQCB) via BACWA on January 24, 2017. A copy of the letter is shown as Attachment 1. 7 Discharge Monitoring Program Annual Report Summary of Comments and Significant Events -- 2616 Page 8 January 27, 2017 Central San also is subject to waste discharge requirements (WDRs) set forth in RWQCB, Order No. R2--2014-6614, NPDES No. CA 0636673. This is the WDR for Nutrients from Multiple Wastewater Dischargers to San Francisco Bay. Central San, as a member of BACWA, is in compliance with the permit. Other Special Prgv,ision�U, date All Other Special Provisions required for compliance with Section VI.C.6.c and d of Central San's Wastewater Treatment Plant National Pollutant Discharge Elimination System (NPDES) Permit (Order No. R2-2012.0016, NPDES No. CA 00,37648) were completed prior to January 2016.
