General Manager/Director of Ops Kenton L.Alm Roger S.Bailey Counsel for the District General Manager ISSUE: Board approval is required for agreements with other public agencies. BACKGROUND: Central San owns and operates approximately 13 miles of recycled water distribution pipelines and related appurtenances. The distribution system conveys recycled water from Central San's treatment plant to 50 customer connections in Pacheco, Concord, and Pleasant Hill. Since November 2004, Central San has had an agreement with Contra Costa Water District (CCWD) for repair and maintenance services for the recycled water distribution system. The current agreement expires on February 28, 2017. Throughout the term of the agreement, most of the work has consisted of repairing leaks, cross connection testing, and replacing water meters. Central San is the first responder for all leaks or emergencies which includes shutting down the distribution system, assessing the emergency, and notifying CCWD for assistance as necessary. The term of the proposed agreement is one year. Concurrent with this agreement, the Capital Projects Division is preparing to bid a contract, later this year, for urgent repair services. This contract will include a requirement for repairs to the recycled water distribution system. Once this contract is in place, Central San will have the option to use either the agreement with CCW D or the urgent repair contract to address any recycled water distribution needs. ALTERNATIVES/CONSIDERATIONS: The routine repair and maintenance services could be provided by other means, such as: 1. Hire and train additional Collection System Operations Division staff. This is not recommended as the amount of work anticipated would not warrant the hiring of additional full time staff. Retain the services of another water agency or other public agency with expertise in repairs to recycled water distribution systems. This is not recommended as staff does not anticipate that another public agency would be more competitive then the arrangement with CCWD. FINANCIAL IMPACTS: The cost of pipeline maintenance and repairs paid to CCWD under the current agreement totaled $39,980 over thepast four years. The annual cost varies depending on the number and complexity of emergency repairs. COMMITTEE RECOMMENDATION: The Board Engineering and Operations Committee reviewed this matter on February 22, 2017, and recommended RECOMMENDED BOARD ACTION: Authorize the General Manager to execute an agreement with CCWD to continue to provide repair and maintenance services for the recycled water distribution system.
