PROJECTS UPDATE
a} Public Bidding-for the Collection System Urgent P"oects, District.
Project 8434
Collection System Urgent Projects will provide acost-effective and expedient method to
complete critical repairs, replacement and improvements. The project consists of
replacing deteriorated sewer pipelines, spot repairs, constructing manholes and other
structures. The contract will also allow for additional work to respond to urgent sewer
(gravity), recycled water or force main (pressure) pipeline repairs on an as-needed basis
at the discretion of Central San.
This project is scheduled to be advertised on February 17 and 22, 2017. Bids will be
opened on March 7, 2017. The base contract amount is estimated at $350,000. Upon
successful completion of the base work, Central San may extend the contract up to two
years at $300,000 per year. More information will be presented when the Board is asked
to approve the construction contract on April 20, 2017.

b) 2016 Title V Clean Air Act Annual Report
The Treatment Plant has two air quality permits. The first is the annual Permit-to-Operate
(PTO) issued and enforced by the Bay Area Air Quality Management District (BAAQMD).
The second air permit is the five-year Federal Title V Major Facility Air Permit (Title V
Permit) issued and enforced by both BAAQMD and the United States Environmental
Protection Agency (USEPA).
Central San is required to prepare a comprehensive report once a year, which
summarizes its compliance status for both the Title V Permit and the PTO air permits.
Two notices of violation were issued pursuant to the Title V and PTO Permit requirements
during calendar year 2016. The Annual Title V Major Facility Report was submitted to
both BAAQMD and USEPA on January 26, 2017.
A copy of the Title V Annual Report is available upon request from the Secretary of the
District.

CHANGE IN TRAVEL PROCEDURES
c) Recent Changes Made to Administrative Procedure AP 008 -
Travel Arrangements and Reimbursements
At the January 17, 2017 Administration Committee meeting, a discussion was held
regarding some difficulties Board Members were experiencing with the IRS per diem rates
as applied by Administration Procedure (AP) 008 - Travel Arrangements and
Reimbursements. The difficulties related to late arrivals at destinations and being unable
to find a meal within the meal per diem guidelines. The current process is for Board
Members to be reimbursed for 75% of the full per diem rate for meals on the first and last
days of travel, and 100% on the other days, up to the per-meal amount designated by the
IRS per diem rate. With this, the Board also needs to submit receipts.
At the February 1, 2017 Administration Committee meeting, suggested changes to
AP 008 were recommended to rectify this issue. It was decided that the new procedure
for processing travel reimbursements for the Board will be that for travel days (75%) and
conference days (100%), the maximum daily meal reimbursement to Board Members
(with receipts) will be applied in the aggregate to all meals and shall not exceed the
percentage of the daily IRS reimbursement rates for the geographic location, without
applying the meal per diem amount. Individual meals provided at conferences will not be
deducted from the 75% days but will be deducted from the 100% days.
AP 008, which does not require Board approval, has been revised to reflect these
changes; no changes were necessary to Board Policy (BP) 008 - Travel Expense
Reimbursement as a result of these actions.
OUT-OF-STATE TRAVEL
d) Collection System Operation Employees to Inspect New VACTOR
Unit in Illinois
Nick Wright, Vehicle Maintenance Supervisor, and Justin Anderson, Maintenance Crew
Member II, will be traveling out of state to the VACTOR manufacturing plant in Streator,
Illinois, to inspect the VACTOR unit, bought during the 2016-17 fiscal year. They will
leave on March 15, 2017, and return on March 17, 2017. Travel for inspection of the
truck was included in the Fiscal Year 2016-17 Collection System Operations Training and
Travel Budget.

e) Director of Engineering to Attend Wastewater Fact Finding Trip to
Denmark from March 5-10, 2017
Director of Engineering and Technical Services Jean-Marc Petit will be traveling to
Denmark from March 5-10, 2017, to visit several wastewater treatment plants. The
District received an invitation from the Consulate of Denmark to visit treatment plants and
learn how Denmark is working to optimize wastewater treatment, energy efficiency,
resource recovery and water quality. Central San hosted that delegation last year. The
Danish government is paying for the expenses while in Denmark and the District will be
paying for transportation expenses. A copy of the invitation is attached.

WASTEWATER FACT FINDING TRIP TO DENMARK
A unique opportunity to experience first-hand how Denmark is working to optimize wastewater
treatment, energy efficiency, resource recovery and water quality.
From Manch 5th to March 9mthe Danish Water Technology Alliances in Chicago and California is hosting a
focused week long Fact Finding trip to Denmark for carefully selected US stakeholders. Apart from the
airfare to Denmark the trip is paid for in full by the organizers.
We are delighted to include you in e small group of carefully selected utilities and key stakeholders who
are formally invited to participate in the trip.
The Fact Finding trip will be an intense week long deep dive into specific solutions and innovative
projects. We have put together a tight packed program with a combination of on-site visits, visits to key
innovators and projects showcasing what Denmark will implement tomorrow and the years ahead. As a
participant you should expect long days dedicated to professional discussions. In other words - this is
not leisure trip, but an educational journey that hopefully will leave both you and the people you visit
wiser and inspired to take action.
You will be part of small group of dedicated water professionals and we expect to dedicate a full day of
the program to share and discuss the challenges you are working with to ensure you not only get new
knowledge and inspiration but also specific action points for implementation upon return to the US.
