(Handout) Tj 'gam LEGISLATIVE UPDATE _- Emily marnett Communication and �- , Intergovernmental Relations Manager February 2, 2017 IMPORTANT DATES • December 5, 2016—Convening of the 2017-18 Session • January 1, 2017—Statutes take effect • January 4—Legislature reconvenes • January 10— Budget Bill must be submitted by Governor • January 20—Last day to submit bill requests to Leg Counsel • February 17—Last day for bills to be introduced • April 6—Spring Recess begins r • April 17—Legislature reconvenes from Spring Recess • April 28—Last day for policy committees to hear and report fiscal bills for referral to fiscal committees (Senate/Assembly) �: May 12— Last day for policy committees to hear and report non-fiscal bills introduced in their house Floor I 1 o2/oz/i7 WHAT WE CAN EXPECT • 1 ,500-2,000+ bills to be introduced • Less gut/amends with passage of Prop 54 • Lots of change 3 new Senators, 22 new Assemblymembers 4 key Committee Chair changes in Senate 5 key Committee Chair changes in Assembly Democratic 2/3 supermajority in both houses w Implications for tax, constitutional amendments, and urgency bills BUILDING ON PAST SUCCESS Little Hoover Commission Public Hearing on Special Districts Meeting with Howard Jarvis Taxpayers Association New report will focus on climate change adaptation and state agency staffing causing delay in permit review • Anticipate hearings until Spring 2017, report thereafter • SB 163 (Hertzberg) Ocean Bay Discharge Bill • Died in last session's Assembly Environmental Safety and Toxic Materials Committee . • Author has indicated he will not reintroduce in new session 2 oz/o2/17 PREPARING FOR THE FUTURE • Ocean Bay Discharge Bill could find new life with a new author • Expect legislation on regulation implementation — new Direct Potable Reuse Report Governor's focus: Affordable housing � legislation — possibly along the lines of Accessory Dwelling Unit legislation 3
