HomeMy WebLinkAbout10.a.2) General Manager Written Announcements10.a.2) Board Meeting of February 2, 2017 Written Announcements: COMMUNITY OUTREACH a) Central San Citizens Academy Accepting Applications - Spring 2017 Session Begins April 4 Last year, Central San held its first ever citizens academy session, Central San Academy, which went on to win the California Special Districts Association's 2016 Exceptional Public Outreach & Advocacy Award. The Board opted to continue the pilot program, and the second session is set to begin on April 4, 2017. Like last year, the classes will be held in the Multi -Purpose Room every Tuesday night for six consecutive weeks from 6:00-8:30 p.m. (except for the Facilities Tour in the fourth week, from 1:00-3:30 p.m.) and will conclude with a graduation ceremony on May 9. Board Members are invited to attend any or all sessions. It is staff's hope that the Academy will continue to serve as a direct line of communication between Central San and its customers and that it will equip participants to be active members of the community, conversant in all the services Central San provides. Applications are being accepted until March 21. More information, including the program application, is available on the District's website at centralsan.org/academy. ENVIRONMENTAL COMPLIANCE b) No Businesses in Significant Non -Compliance for 2016 Federal pretreatment regulations require Central San to report businesses permitted as Significant Industrial Users (SIUs) under the Environmental Compliance Program if they are issued a Notice of Violation during the calendar year. The regulations also establish criteria for agencies such as Central San to use to determine if the violations of a permitted SIU business are classified as Significant Non -Compliance (SNC). If a business is determined to be in SNC, Central San is required to publish certain information about the violation in the newspaper at least annually. Written Announcements February 2, 2017 Page 2 of 2 At the Board's request in 2005, Environmental Compliance staff initiated a program to work more closely with the regulated businesses to understand the actions they could take to minimize the events when they would meet the SNC criteria. This program has been successful and the number of businesses reported in SNC has significantly reduced. This year the program assisted three permitted SIU businesses who were cited for violations with SNC criteria to avoid SNC through corrective actions. No businesses were determined to be in SNC during calendar year 2016 so there is no need to publish any notices this year. ENERGY CONSUMPTION c) Update on the District's Energy Consumption Central San actively manages greenhouse gas (GHG) emissions in the most cost- effective and environmentally responsible manner and optimizes use of energy at its facilities. The Comprehensive Wastewater Master Plan (CWMP) currently underway is exploring new energy technologies, including alternative sources of energy (e.g., solar; wind; biogas; fats, oils and grease (FOG); green wastes) to further optimize the District's energy utilization and strive towards energy neutrality.
