Call Meeting to Order Chair Williams called the meeting to order at 8:33 a.m. 2. Public Comments None. Administration Committee Minutes December 19, 2016 Page 2 V Receive presentation from participant in Group 2 of Central San's Mentorship Program: Oman Nwansi — Plant Maintenance Staff Development Checklist Mr. Nwansi reviewed the PowerPoint included with the agenda materials and distributed a report on the Plant Maintenance Division Machine Shop - Machinist Training and Development Checklist(see attached). He stated that efforts are underway to develop training and development checklist templates for the Mechanical Shop as well. It has been recommended that similar checklists be developed for the Electrical Shop, Buildings and Grounds, and Instrument Shop. COMMITTEE ACTION: Received the presentation. 4. Risk Management - Loss Control Report; discuss outstanding claims and new claims, if any Ms. Deutsch reviewed the Report with the Committee and responded to questions. COMMITTEE ACTION: Received the report and provided input to staff. 5. Receive update on Contra Costa County Employees' Retirement Association (CCCERA) recent Board actions related to demographic assumptions Ms. O'Malley highlighted portions of her memo included with the agenda materials and responded to questions. COMMITTEE ACTION: Received the update. 6. Receive update on status of CCCERA's response to Central San's request for comment periods when CCCERA is considering future changes to the assumptions it uses that affect employer contribution levels COMMITTEE ACTION: Received the update. 7. Review Gantt chart of activities leading up to 2017 Labor Negotiations Ms. O'Malley reviewed changes to the Gantt chart since the last meeting. In response to a question from Member McGill, she said IEDA labor negotiator Bruce Heid routinely provides input to the Gantt chart. COMMITTEE ACTION: Reviewed the Gantt chart. Future scheduled meetings: It was announced that the first meeting of this Committee in 2017 will be scheduled for Tuesday, January 17 at 10:30 a.m. Member McGill, who will chair the Committee in 2017, noted the President-Elect's desire that meetings of Board Committees generally be held to one per month. However, given the difficulty of scheduling Administration Committee meetings on short notice, he suggested that two meetings per month be scheduled in advance, with the goal being that the second meeting will be canceled if not needed. Chair Williams agreed. COMMITTEE ACTION: Received the announcements. 9. Suggestions for future agenda items a. Member McGill inquired as to the status of his request made at the last meeting for a discussion with District Counsel to clarify Fair Political Practices Commission (FPPC) regulations regarding the use of Board Member photos in certain Central San publications. It was noted that Mr. Alm was unavailable for today's meeting so the discussion will be agendized for the January 17, 2017 meeting. b. Member McGill asked if it would be appropriate for the Committee to review the list of parking lot items in early 2017. Staff said the list will be provided at the January 17, 2017 meeting. b. Chair Williams inquired as to the status of Board policy biennial reviews. Ms. Boehme said the review process is on schedule; she will provide a current list at the next meeting. 10. (Committee Handout) CENTRAL CONTRA COSTA SANITARY DISTRICT PLANT MAINTENANCE DIVISION MACHINE SHOP MACHINIST TRAINING AND DEVELOPMENT CHECKLIST i a TB f Machine Shop Performance Standards Attendance: • Start Work: Be on the job, dressed in proper attire, and ready to work at the start of the shift. • Work Day: Two 15-minute work breaks starting at 1000hrs and 1430hrs. and one 30-minute lunch break starting at 1200hrs. • If leaving the Plant for any reason,you need to inform your Supervisor. • The Machine Shop starts cleaning up at approximately 1400hrs. We take a 15- minute break at 1430hrs. Then we head to the locker room for a shower before leaving the Plant at 1500hrs. Duties: • The standard shall be "able to perform with instruction from your supervisor," or understand and perform the task. • Quantity is to be judged on completed jobs. • Quality is 95% completed within tolerance as registered • Fractional = + -.015, .01 = + - .005, .001 = + - .001 callouts for bearing fits may be + - .0001 to be determined individually. Attitude: • We are a service Shop and anyone who comes to us is a customer. • Pay attention to all requests. • Inform the Supervisor of any requests that require our time or material. • Determine the priority and how to proceed. • Be courteous and respectful to all. Initiative: • Inform your Supervisor when you have completed the job. • Hand in any paperwork, including drawings. You may keep a copy for your own reference. Safety: • Follow the Safety Directives and common sense. My motto is that you cannot make a mistake if you never do anything. Everyone makes mistakes; not everyone admits them. I cannot fix or replace something if I don't know it's broken or missing. Professionalism: • The competence or skill expected of a professional. o Examples: ■ Clean up your tools and equipment when you have completed a job or operation. ■ Remember that there are fellow Machinists who many need to get into the machine you have just vacated. ■ Leave the machine as serviceable as you would want it upon entering. Improvement: • A thing that makes something better or is better than something else. • We have TPCs "a type of training pamphlet" that are used for learning purposes. They are small pamphlets that will inform you of types of equipment, procedures, or operations. You will be expected to read them and then test on the contents. Time will be afforded to you for this. There is no timeline on finishing, just an expectation of moving forward. NAPOSUP\Maintenance\Machinist Development Status 11-2016.docx Page 2 Machine Shop Training and Development Status Sheet The Machine Shop Training Status Sheet is designed to provide a system to track an individual Maintenance Technician's training and development progress. The employee is trained by a Machinist. The Machinist ensures that the employee has become familiar with the safe function of the machines in the Machine Shop. The Machinist is responsible for ensuring that the employee is able to perform rudimentary operations on each machine in a safe manor. Supervisors ensure that the Machinist has trained the Machine Shop new employee in current approved procedures. Supervisors will provide the new Machine Shop employee with the Machine Shop Training Status Sheets. Each employee is responsible for maintaining the Machine Shop Training Status Sheets until all have been completed. Upon completion, the Supervisor and the Machine Shop new employee will meet and review the Machine Shop Training Status Sheets and discuss any further training, if necessary. If no continued training is necessary, the Supervisor will sign and file the Machine Shop Training Status Sheets. 1. The Machine Shop new employee is responsible for: • Requesting the Machine Shop Training Status Sheet to be signed off by the Machinist upon acquiring the ability to perform the specified skill set. 2. The Machinist is responsible for: • Training the new employee. • Ensuring that the new employee can perform the required tasks in a safe manner while meeting the required standards. • Passing the employee by signing the status sheet for each specified skill set. • Recommending further training or requiring the employee to perform a certain task to demonstrate competence. The new employee should not pass if the knowledge is not demonstrated properly. 3. The Supervisor is responsible for: • Approval of the Machine Shop Training Status Sheet after reviewing the new employee performance.
