PROJECT UPDATE
a) Public Bidding for District -Wide Patch Paving, No. 2016-02
Central San's Collection System Operation routinely requires asphalt paving restoration
due to sewer maintenance construction activities. Patch paving includes milling and
grinding, asphalt paving, slurry seal, striping, and other related work. The contract can be
extended up to five years. Capital Projects will also have the ability to use this contract
under special circumstances and for urgent repairs.
This contract will be advertised on December 5 and 10, 2016. Bids will be opened on
December 20, 2016. The cost is currently estimated at $150,000/year for up to five years,
totaling $750,000. More information will be presented when the Board is asked to
approve the contract on January 12, 2017.

b) Third Annual BAYWORK "Training Buffet' held November 9. 2016
Another Big Success
BAYWORK, a consortium of 29 Bay Area water and wastewater agencies that specializes
in conducting research, workshops, career fairs, and various product and workforce
development activities related to the industry, held its third annual "BAYWORK Training
Buffet" on November 9, 2016 at East Bay Municipal Utility District (EBMUD)'s
headquarters in Oakland. Water and wastewater professionals from 30 Bay Area
agencies participated in the event, which featured 11 sessions taught by industry
professionals from 10 agencies in the Bay Area, including San Francisco Public Utilities
Commission (SFPUC), Dublin San Ramon Services District (DSRSD), East Bay Municipal
Utility District (BMUD), Oro Loma Sanitary District, Santa Clara Valley Water District,
West Valley Sanitation District, and the Cities of Pittsburg and San Jose. Additionally, a
representative from the State Water Resources Control Board (SWRCB) hosted an open
forum on Drinking Water and Wastewater Operator Certification Programs.
A variety of classes on topics such as Leadership in a Technical Environment, Managing
Culture Change, ATP Bioluminescence, Interviewing Skills, Computerized Maintenance
Management Systems and Geographic Information System (GIS) Implementation, and ,
much more were offered exclusively to all water and wastewater employees for free, on a
first come, first served basis. Nine employees from Central San participated in the event,
including Media Production Technician, Joe Zumbo, who videotaped the sessions for
posting to the BAYWORK website.

Participants were allowed the flexibility of selecting from one to four classes, based on
their interests and schedules. A total of 97 participants took 223 classes. Many expressed
appreciation for the ability to take classes of their choice, as well as the quality of
information presented from knowledgeable instructors.
c) Central San Hosts 2016 Fall Water/Wastewater User Group
Meeting for GIS
Central San hosted the 2016 Fall ESRI Water/Wastewater User Group Meeting for GIS
(geographic information systems) on November 15, 2016 at its offices. At the meeting,
GIS Analyst Carl Von Stetten gave a presentation entitled "CCCSD and the Local
Government Information Model; Laying the Foundation for a GIS -Centric Wastewater
Agency." The meeting was well attended and many of the participants stated they
attended specifically to hear Mr. Von Stetten's presentation. Attendees came from all
over the Bay Area including representatives from the City of Santa Rosa, City of
Brisbane, Sonoma County Water Agency, San Jose Water Company, Contra Costa
Water District, San Joaquin County, EBMUD, and a variety of private consultants. Many
public agencies are beginning, or in the process of migrating, antiquated GIS and CMMS
software into current, stable solutions using best practices. Central San has completed
implementation of its new web mapping system and has successfully deployed an
updated CMMS. The User Group meeting hosted at Central San is an opportunity for
sharing valuable information with people in this region.
