HomeMy WebLinkAbout08.a.1)a) PowerPoint Presentation (Attachment 1)UPDATE ON RECENT EFFORT TO COLLECT COMMERICAL CAPACITY FEES Danea Gemmell Planning & Development Services Division Manager December 1, 2016 ATTACHMENT 1 BACKGROUND ON CAFE CLASSICO • 2500 Annalisa Drive was constructed and connected to the sewer system in 1983. • Capacity fees, based on number of fixtures were paid for a portion of the total building. • In 2000, Cafe Classico purchased the building and made a number of improvements without a building permit. 1 11/22/16 BACKGROUND CONTINUED • Source Control worked with CafO Classico between 2003 and 2013 to achieve compliance for pretreatment issues on multiple occasions. • Planning & Development (P&D) notified the business of outstanding capacity fees in December 2012 • Cafe Classico adopted a zero -discharge operation in March 2013. BACKGROUND CONTINUED • P&D developed a settlement in the amount of $114,970 for Capacity Fee owed. • Fees declared delinquent in May 2013. • At request of business owner and property owner during litigation, collection efforts were suspended for two years. • Outstanding fees were placed on the tax roll in August 2015. LESSONS LEARNED- COMMUNICATION • New internal processes to improve communication between Divisions: Source Control Permit Counter Rates and Fees • Notice of Violations and Warning Notices are forwarded to Permit Counter to check businesses for any outstanding fees. • Permit Counter reviews Quarterly Report of Source Control Inspections to identify new businesses. LESSONS LEARNED- EDUCATION/TRAINING • Cross -trained Permit Counter staff with Source Control • Engaged partner agencies to enhance coordination by holding a two-day Sewer Summit in 2016 • Sewer Summit 2017 is planned for March 28th and April 25th 11/22/16 3 INTERNAL PROCESS IMPROVEMENTS • Review of 200 multi -use parcels (i.e. shopping centers) to identify change of use and determine if capacity fees are owed. • Enhanced Source Control Database to automatically notify Permit Counter of any potential change of use questions identified during inspections. IDENTIFIED FUTURE IMPROVEMENTS • Link databases and software to make information more accessible. • Update District code to simplify Capacity Use Charge Program to a Commercial Financing Program to use as a Code Enforcement tool. del 11/22/16 4 QUESTIONS 11/22/16 5
