Call Meeting to Order Chair McGill called the meeting to order at 1:03 p.m. 2. Public Comments None. 8.* Discuss proposal for valley Greens farm for eastern half of Kiewit property — Invited guest: Abhinav Goswami of Valley Greens Real Estate, Environmental & Planning Committee Minutes November 8, 2016 Page 2 Ms. Gemmell distributed a map of the Kiewit property (attached). She explained that the District is retaining driveways and will be paving the area near the recycled water hydrant. She also referred to the shaded 1.4 -acre area on the map, which would be saved for potential expansion of the fill station. The area that Mr. Goswami would like to start with would be the 1 acre in the top right area of the map with the rectangular shapes. Mr. Goswami addressed the Committee, and provided some background information about himself. He explained that there has been a shortage of water for traditional farmers, as well as a growing population and demand for fresh vegetables in the Bay Area. He is looking for an innovative way to grow fresh produce with less water. He responded to questions from the Committee. Member Nejedly expressed his concern due to the lack of progress with the adjacent CoCo San Sustainable Farm. Leasing another acre would increase power usage and other resources, but an even larger issue could be the homeless population nearby. He was also hesitant about tying up District land when there are other potential projects in the future. Chair McGill stated that he was in favor of the proposal as long as it is phased with other projects, such as the County Flood Control. He would be willing to start with a discounted lease, as long as the District can recapture monies when Mr. Goswami's revenue increases. With the Committee split, Mr. Bailey suggested that Mr. Goswami work with staff to make a more specific proposal to present to the full Board. COMMITTEE ACTION: Suggested the item be presented to the full Board for consideration. 4. Announcements a. Future scheduled meetings: Tuesday, November 22, 2016 at 3:00 p.m. Tuesday, December 13, 2016 at 3:00 p.m. b. Ms. Gemmell stated that she will bring a proposal for a renewal lease with Contra Costa Water District for two of the alum ponds, in addition to a new proposal for lease of another pond at the next Committee meeting. 5.
