ISSUE: District Code requires a public hearing prior to the Board of Directors setting a
reimbursement fee for properties that could connect to an eligible facility installed by a
private party.
BACKGROUND: The design and construction of Job 6588 was paid for by a private
individual and contributed to the District for public use. Under Section 5.20 of District
Code, this sewer is designated a Standard Facility and the installer is eligible to
establish a reimbursement account. The proposed reimbursement fee would be
collected from property owners when they connect to this sewer. These reimbursement
fees would then be distributed to the installer.
Following the completion of construction, the installer's costs were reviewed by District
staff. As described in District Code section 6.20.040, a reimbursement fee of
$12,244.50 per parcel was calculated based on the amount eligible for reimbursement
and the number of parcel that might reasonably be connected to Job 6588.
ALTERNATIVES/CONSIDERATIONS: The Board of Directors could choose to
schedule the public hearing on a different date.
FINANCIAL IMPACTS: None related to this action.
COMMITTEE RECOMMENDATION: This matter was not reviewed by a Board
Committee.
RECOMMENDED BOARD ACTION: Set a public hearing for December 15, 2016
to receive comments on the proposed reimbursement fee for properties which could
connect to Job 6588, the North Jackson Way sewer in Alamo.
