Call Meeting to Order Chair McGill called the meeting to order at 9:30 a.m. Public Comments None. Real Estate, Environmental & Planning Committee Minutes October 25, 2016 Page 2 3. Update on use of contractor/commercial hydrants Ms. LaBella reviewed the graphs included in the agenda materials, and stated that even with a large decrease in usage from 2015 due to the water agencies in the District's service area removing drought restrictions, there is still a demand for recycled water, unlike what happened after the last drought in 2009, when hydrant usage effectively went to zero the following year. Ms. LaBella added that some cities, such as the City of Pleasant Hill and the City of Martinez, are still requiring contractors to use recycled water. COMMITTEE ACTION: Received the update. 4. Receive update on Residential Fill Station Mr. Wyatt re vie wed the information included in the agenda materials. He stated that as of October 1, 2016, the Fill Station hours were changed to match the Household Hazardous Waste Facility (9:00 a.m. -4 p.m. Monday -Saturday). All temporary staff have been released at this time. He also reminded the Committee that a hotline was created last year to allow customers to call in to check the hours, or see if the Fill Station is closed due to wet weather. The hotline will be used again this year. COMMITTEE ACTION: Received the update. 5. Receive quarterly update/debrief on meetings of Bay Area Clean Water Agencies (BACWA) Ms. Schectel reviewed the key points included in the agenda materials, and responded to questions. COMMITTEE ACTION: Received the update. 6. Review proposal for Valley Greens farm for eastern half of Kiewit property Ms. Gemmell reviewed the memo and proposal included with the agenda materials. She explained that Mr. Goswami is requesting to lease one acre of District property to start up a greenhouse farm. Ms. Cross explained that any requests for lease of land that fall outside of the District's core use would require an amendment to the District's land -use permit. She stated that it could be potentially 3-6 months to approve an amendment. Chair McGill and Member Nejedly said they are open to the idea, and invited Mr. Goswami to come to the next Committee meeting to further discuss his proposal.
