ISSUE: Board of Directors' authorization is required for the General Manager to amend
an existing professional service agreement in an amount greater than $100,000.
BACKGROUND: The proposed work supports the District's Strategic Plan, Goal Five,
Strategy 3 -- Protect District Personnel and Assets from Threats and Emergencies.
As part of the Comprehensive Wastewater Master Plan, CH2M completed a preliminary
security site assessment of the District's wastewater treatment plant and two
representative pump stations. As a result of this assessment, it was determined that a
more comprehensive security study would be required to identify necessary security
improvements to District facilities in addition to identifying improvements to the District -
wide security program. The study will include facility site inspections, stakeholder
meetings and interviews, security system study, security technology review, and
recommendations on necessary improvements.
CH2M will use the principles of the ASME/AWWA J100 Risk Analysis and Management
for Critical Asset Protection methodology (RAMCAP® J100) as the basis for the
assessment of District facilities. J100 is a comprehensive approach that enables the
estimation of relative risks across multiple assets while considering both malevolent and
natural hazards. The RAMCAP method is a 7 -step process including: 1) Asset
Characterization; 2) Threat Characterization; 3) Consequence Analysis; 4) Vulnerability
Analysis; 5) Threat Analysis; 6) Risk/Resilience Analysis; and 7) Risk/Resilience
Management. Upon the conclusion of the risk analysis, conceptual security and risk
reduction recommendations will be included the study.
On June 4, 2015, the Board of Directors authorized an agreement with the Carollo
Engineers, Inc. and CH2M Team for the Comprehensive Wastewater Master Plan
(CWMP) for an amount not to exceed $4,044,988. An additional $210,000
(approximately 5 percent of the original agreement amount) is needed to complete the

comprehensive security study recommended by CH2M. Therefore, the total for the
CWMP agreement would be revised for an amount not to exceed $4,254,988.
ALTERNATIVES/CONSIDERATIONS: The Board of Directors could decide to
postpone or not pursue the security study.
FINANCIAL IMPACTS: The total costs for the security study is anticipated to be
$210,000. The CWMP budget under District Project 7343 has adequate project
contingency funds to include the security study as part of the project scope.
COMMITTEE RECOMMENDATION: This matter was not reviewed by a Board
Committee.
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute an
amendment to Agreement 043046 with the Carollo Engineers, Inc. and CH2M Team to
increase the agreement cost ceiling from $4,044,988 to $4,254,988 for a security
vulnerability study.
