Conclusions
• Older projects, Lafayette Ph. 8 and N. ornda Ph. 5, are
atypical for cost comparison due to very low bids, and
both had major issues during construction.
• Survey and ROW work have been evaluated since
Walnut Creek Ph. 10, and Capital Projects has
implemented several alternatives to increase efficiency
and lower costs.
• Design and Construction management costs have been
improving and continue to be below the industry average
for pipeline construction.
