CONTRACTS & AGREEMENTS — QUARTERLY UPDATE
a) General Manager Authorized Contracts, Agreements, Etc. - Third
Quarter 2016
The Board has delegated various authorities to the General Manager via resolution,
including the authority to enter into certain agreements and contracts on behalf of the
District. Additionally, the Board has requested an announcement when construction
projects have been accepted, which occurs when the Notice of Completion is recorded
with the County Recorder's Office. Also, with regard to claims handling, the Board has
requested notification of certain legal claim settlements. Below is a recap of each of
these items for the period July 1 through September 30, 2016:

"All other contracts that are not`professional services"or"District Projects"such as maintenance services, equipment,
chemicals, and supplies, do not require Board approval regardless of dollar amount. The Board approves the annual
budget which includes the expenses that come from these contracts, so these contracts are not included in this report
as they have historically been within staff authority.

b) Risk Management Administrator Shari Deutsch to Attend Public
Risk Management Association (PRIMA) Institute Conference in
Pittsburgh, Pennsylvania – October 24-28, 2016
Risk Management Administrator Shari Deutsch will attend the PRIMA Institute
Conference in Pittsburgh, Pennsylvania from October 24-28, 2016. This conference,
sponsored by the Public Risk Management Association, is a premier education program
for public entity risk managers. Session topics cover new developments in insurance
coverage, litigation management, calculating Total Cost of Risk, claims management,
emerging public entity exposures, Workers’ Compensation, and cyber risk. Ms. Deutsch’s
attendance at the conference was included in the Fiscal Year 2016-17 Technical Training,
Conference and Meetings Budget.
PLANNING & DEVELOPMENT
c) Annual Notices Mailed to Reimbursement Account Holders
The District provides a reimbursement program so that costs of mainline sewer
extensions can be shared among property owners. Each year, in accordance with District
Code, annual notices are mailed to the holders of reimbursement accounts (installers).
This year, a total of 230 annual notices were mailed on October 7, 2016.
Installers were reminded of the need to keep the District informed of any change of
address. Installers were asked to update their information and return the notice to the
District in the prepaid envelopes provided. Having current address information enables
the District to notify Installers when reimbursement fees are collected on their behalf.
Installers were also informed of the expiration dates of their accounts. Staff will continue
to make reasonable efforts to locate installers.
