(Handout) CD DISTRICT LEGISLATIVE PROCESS UPDATE • Legislative Advocacy Policy approved • Tracking tool contract is completed • Staff is now trained on tracking tool • Staff continues to participate in legislative meetings of member organizations (CASA and CSDA) Staff provided testimony at recent Little Hoover Commission hearing ii_CSD 1 9/2/2016 IMPORTANT DATES • July 1 -July 31 Legislature was in Summer Recess • August 1 - Legislature reconvened tis the season for gut and amends • August 12 - Last day for fiscal committees to meet on bills • August 19 - Last day to amend on the Floor • August 31 - Last day for each house to pass bills (Final recess upon adin-rnment) • September 30 - Last day for Governor to sign or veto bills November 8 - General Election • November 30 - Adjournment at midnight • December 5 - Convening of the 2017-18 Session January 1, 2017 - legislation signed before October 2, 2016 takes effect CD PRIORITY LEGISLATION/OTHER SB 1069 (Wieckowski) Accessory Dwelling Units Passed Assembly on Aug. 29 (Bonilla — Aye, Baker — No) Passed Senate on Aug. 30 (Glazer — Aye) - On Governor's Desk for Signature O Little Hoover Commission Public Hearing on Special Districts held Aug. 25 Anticipate hearings till Spring 2017 LITTLE HOOVER COMMISSION PUBLIC HEARING ON SPECIAL DISTRICTS August 25, 2016 Hearing Testimony was presented in writing by Howard Jarvis Taxpayers Association (HJTA) stating, "For the Central Contra Costa Sanitation District, property tax revenues more than doubled to 13 million annually while its fund equity figure jumped more than 300%, from 214 million to 644 million." rslr!` LITTLE HOOVER COMMISSION PUBLIC HEARING ON SPECIAL DISTRICTS August 25, 2016 Hearing Staff provided oral/written testimony focused on: 1.Correcting testimony inaccuracies — 50% fund equity change in 18 years, not 300% 2.Explaining that property tax increases due to assessed value increases 3.Highlighting customer outreach commitment 9/2/2016 3
