Call Meeting to Order Chair Williams called the meeting to order at 8:35 a.m. 2. Public Comments None. Administration Committee Minutes August 8, 2016 Page 2 3. Review and discuss the possibility of allowing loans from the Deferred Compensation plans - Invited guest. Michele Martin, Managing Vice President, Western Region of ICMA-RC Ms. Vassallo stated that a change in members on the Deferred Compensation Committee has brought this item to the forefront for consideration. Over the years she has received one or two requests annually from employees inquiring about the possibility of borrowing funds from their ICMA 457 tax-deferred compensation accounts, which are comprised solely of employee contributions that heretofore have not been available for loan. After surveying other agencies and exploring the matter with ICMA, she said the Deferred Compensation Committee recommends that a loan program be implemented under the limited guidelines set forth in the agenda material. Ms. Martin noted that without a loan program, the only way for a current employee to withdraw funds from the District's 457 Plan is to make an emergency withdrawal, thus incurring a taxable distribution at ordinary rates. She noted, however, that withdrawals from 457 plans are not subject to the 10 percent early withdrawal penalty associated with 401 plans. Ms. Martin explained how ICMA would administer such a loan program, noting that minimal District staff time would be needed. Applications, requiring a one- time $50 fee, would be completed online. Ms. Vassallo said staff would review a monthly report provided by ICMA of all outstanding loans and receive notices of any loan defaults. Ms. Martin said adding a loan feature to the District's 457 Plan provides an added benefit to employees. Chair Williams said he was inclined to support the loan program as recommended by the Deferred Compensation Committee and specified in the agenda materials if it increased the ability of an employee to purchase primary residence. Member McGill concurred but with some reluctance based on concerns that it could lead to the erosion of retirement savings for some employees. COMMITTEE ACTION: Reviewed and recommended Board approval. 4. Legislative Matters Update Ms. Barnett reviewed the status of pending legislation, including Senate Bill 1069 (Section 65852.2(f)) (Wieckowski) regarding elimination of connection fees for accessory dwelling units. Biennial review of following Board Policy: BP 014 — District-Owned Mobile Computing Devices for Board Members, adopted March 20, 2014 The Committee reviewed the minor changes to the policy suggested by staff and concurred. COMMITTEE ACTION: Reviewed and recommended Board approval of the minor revisions. 6. Review Gantt chart of activities leading up to 2017 Labor Negotiations COMMITTEE ACTION: Reviewed the Gantt chart. 7. Announcements a. Future scheduled meetings: Friday, August 19, 2016 at 3:30 p.m. Friday, September 2, 2016 at 8:30 a.m. Monday, September 19, 2016 at 8:30 a.m. b. Mr. Bailey announced that the Management Group recently voted to allow the Deputy General Manager and Human Resources Manager to exit the Group. He said he would work with District Counsel to formalize the decision. COMMITTEE ACTION: Received the announcements. 8. Suggestions for future agenda items None. 9. Adjournment — at 10:06 a.m.
