1. Call Meeting to Order
Chair McGill called the meeting to order at 3:00 p.m.
2. Public Comments
Mr. Mike Ashe was present to address Item 6 on the agenda. Chair McGill requested
to take the item out of order to accommodate the guest.

3. Receive update on Residential Fill Station
Mr. Wyatt reviewed the charts included in the agenda materials. He explained that
new users do not include those who registered in 2015, and most of the current users
are not new users. He stated that there is an overall trend of a decrease in usage
from last year, which may be due to lifted restrictions from the water agencies, or the
past wet season.
COMMITTEE ACTION: Received the update.
4. Receive update on Shell Pipeline in East County Corridor
Ms. LaBella stated that RMC Environmental was asked to look into the Shell Pipeline
and found that a 16 -inch steel pipe extends from Richmond to Pittsburg, and runs just
north of the District's treatment plant. It was originally owned by PG&E and then
transferred to San Pablo Pipeline Company. An environmental review process was
completed in the early 2000s, which found that the pipeline was operational and all
maintenance was done by PG&E. Starting in 1982, it was no longer used to move
fuel. She explained that the next step is to research the proper right-of-way
instrument. RMC will need to research whether the right-of-way for the pipeline
consists of encroachments permits from the railroad company or easements.
Ms. LaBella will report on their findings at a future Committee meeting.

5.* Review proposed Fiscal Year (FY) 2015-16 recipients for Sustainable Contra Costa's
gala — The District's "Water Quality Community Partners," "Recycled Water
Champions" and "Pollution Prevention" awards
Ms. Barnett distributed the list of nominees and applications for the upcoming gala on
September 21, 2016 (attached). She stated that Ms. LaBella and Ms. Henry will
present the awards to the winners at the gala.
COMMITTEE ACTION: Reviewed the nominees for this year's awards.
6.* Review proposed terms of draft Diablo Country Club (DCC) Planning Agreement
regarding satellite water recycling facility (SWRF)
This item was taken out of order, immediately following Item 2.
Ms. LaBella distributed an updated table of activities and responsibilities (Exhibit A-
1), and a Planning Agreement Overview (attached). She directed the attention of the
Committee to the yellow highlighted sections of Exhibit A-1, which lists the anticipated
tasks during the Planning Agreement tenure. In particular, she referred to the line
item for the environmental review process. She explained that the reason for the
change was District Counsel wanted to make it a better description. Ms. LaBella

clarified that the environmental review process would be conducted in compliance
with the California Environmental Quality Act (CEQA). She also reviewed the
highlights listed in the Overview, stating that the SWRF is proposed to be constructed
and financed by DCC, and that it will be cost neutral to the District. She stated that
wastewater dedication language has also been included to address water supply.
Chair McGill asked for public comment.
Mr. Mike Ashe, a resident near one of the proposed SWRF locations, expressed his
opposition to the project if it were to be constructed at the proposed location referred
to as Alternative Site 1. He stated that the project will negatively affect many people,
while only benefitting a small community and it is essentially a moral obligation to
stop the project before placing a facility so close to family residences.
Mr. Ashe also asked several questions, which he offered to enumerate in an email to
Ms. Barnett for staff to answer after the meeting.
In response to Mr. Ashe's comments, Member Nejedly explained that the SWRF
project has not been approved at this point, and the Committee and Board are still
reviewing the proposed planning agreement. Chair McGill stated that approving the
document included in the packet for this item does not obligate the District to proceed
with the project; rather, it shows the responsible parties for each task during the
planning phase.
COMMITTEE ACTION: Reviewed and recommended Board approval.
7. Receive update on meeting with City of Concord Infrastructure and Franchise
Committee
Ms. Gemmell stated that she and Mr. Petit recently met with the City of Concord
Infrastructure and Franchise Committee to review a condensed version of the June
16, 2016 Board Workshop on the Comprehensive Wastewater Master Plan (CWMP).
The City of Concord will incur some additional capital costs based on some of the key
takeaways identified during the Workshop. The City of Concord has requested that
the District present an update to the full City Council in late September or October to
understand future costs. Ms. Gemmell explained that she will have a better estimate
of costs after the CWMP Workshop in November, at which time she and Mr. Petit will
meet again with City staff.

8. Receive update on District Land Use Permit at the Treatment Plant Facility
Ms. Gemmell noted that the agenda item should read "District Land Use Plan." She
reviewed the map included in the agenda materials and explained that Right -of -Way

staff is looking at some properties, so that if there is interest to acquire, staff can
budget funds for future years.

9. Receive update on additional funding of Regional Monitoring Program
Ms. Schectel explained that the District will be funding the Suisun -Delta
Biogeochemical model under the Science Plan of the Regional Monitoring Program.
The Regional Monitoring Program is looking for agencies to provide additional
funding. The District will be funding this project approximately $98,000 per year for
two years. The project will begin in fiscal year 2016-17. The study will focus on
ammonia nitrogen loading into the Suisun Bay. She stated that sufficient funds are
already included in the current budget and will be paid via Bay Area Clean Water
Agencies (BACWA).

10. Receive update on District participating in a research project proposal with the Water
Environment & Reuse Association, Alexandria, VA (WE&RF)
Mr. Petit explained that this is a Department of Energy (DOE) project proposal for
planning and design of a demonstration -scale pilot for manufacturing biofuels,
bioproducts, and biopower from wastewater solids using hydrothermal processing
(HTP). The District will participate in and provide cost sharing for the efforts described
in the "HYPOWERS" grant proposal with WE&RF, Genifuels, Pacific Northwest
National Laboratory, Department of Energy, and others. If the Phase 1 experimental
results, planning, and design uphold the promise of the process, Central San could
then be considered as the host of the Phase 2 demonstration -scale pilot plant work, if
approved by the DOE, and could consider planning for larger -scale implementation.
The District involvement in Phase 1 of the project would consist of in-kind
contributions toward the planning for Phase 2 piloting of the HTP technology at our
Martinez facility. The District's in-kind effort during the two years of Phase 1 is
estimated at about $137,000 which will be funded from the pilot and applied research
budget.

11. Announcements
a. Update on invitation to Contra Costa Water District (CCWD) to give
presentation to Central San on arrangement with the State of California
regarding the twin tunnels proposal and how it may affect Delta water quality:
The invitation was declined as CCWD President Lisa Borba presented at the
April 21, 2016 Board meeting on this subject.

1. How does your business reduce or prevent pollutants from entering the
sanitary sewer and storm drain systems?
We compost daily. We practice normal and exclusive sanitation practices. Our
grease interceptor is professionally maintained and cleaned every 30 days. We
exclusively use only compostable food trays and compostable cutlery for all of our
food items, compostable plastic cups for all of our iced tea beverages, and we use
only reusable glassware (mason jars) for every single iced espresso drink that our
coffee shop serves. We are almost an entirely green program. We recycle almost
700 gallons a week, and compost for direct usage about 30 pounds a day. We only
have about 128 gallons of trash a week and about the same in industrial compost
(trays and cups).

efforts.
We save water all day, every day with our programs and have been a 'green'
program for over 30 months!
3. Describe why your business deserves to receive a pollution prevention award.
Because of our major attempts to save energy and conservation, within our small
family business we believe we should be amongst the leaders in conservation and
pollution prevention in our area and field of work.

1. How does your business reduce or prevent pollutants from entering the
sanitary sewer and storm drain systems?
The facility uses a proprietary wax in lieu of washing the cars with water. The
facility does not wash cars at all, and has reduced water use tremendously. This
also reduced the sewer wastewater they generate.
The facility eliminated wet sanding from our practice to reduce water usage.
In addition they recycle almost all the waste they generate, including plastic parts
from car repair, excess paint, and car covers.
2. Describe resources your business is saving through your pollution prevention
efforts.
By waxing cars instead of washing them, the facility has reduced water use and
wastewater discharge to the sewer.
3. Describe why your business deserves to receive a pollution prevention award.
Innovative facility that uses wax only to clean cars, therefore, has minimized waste.
This is the only body shop in CCCSD coverage area known to use this process.

The facility has a drainage piping system for the used fluids such as oil, coolant,
and transmission that transfers fluids to the appropriate storage tank. This
eliminates spills in the entire facility.
A hand sink at the facility has a dedicated sand/oil interceptor to capture waste prior
to sewer discharge in addition to the sand/oil interceptor at the wash pad.
Exterior storage of batteries and scrap metals is under a canopy to prevent contact
with rain water.
2. Describe resources your business is saving through your pollution prevention
efforts.
New exterior and interior lights have timers to reduce electricity usage.
3. Describe why your business deserves to receive a pollution prevention award.
The drainage piping system reduces spills and increases efficiency. Most places
transfer used fluids manually. The installation of new lights with timers reduces
energy consumption.
