I. Was the maintenance invoice from Solar Turbines, Inc. for preventative

This is an annual contract of$14,000 per month that covers routine preventative
. , p ative
maintenance. This contract includes an annual two-da inspection, two full da

inspections, and a three-day semi-annual inspection, which also includes the
boiler. It also covers parts and labor if something breaks down.
2. An invoice was received from lronbrook Partners for ballasts. What ' '
Es the history
and status of the ballasts?
The UV system has 3744 ballasts. The ballasts are 250 volt. We were not able
to purchase these originally, because the supplier went out of business.s. VVe
signed a settlement agreement with ABB toive us the design drawings g g and
$39,000 worth of ballasts. We expect to receive the firsts shipment hrpment in July. A
company called EPM is manufacturing these ballasts. While this issue wasof
we were f 9 n g

arced to buy new transformers and ballasts that were 300 volts in
order to have a reliable UV system in the near-term and to pursue
. p e a strategy of
not being dependent on one supplier. We have ordered 500 of the -
250 volt
ballasts as a part of the ABB settlement. We have alsourch
p ased about 350 of
the 300-volt ballasts as well from a company called Ironbroo
k.
3. The committee asked about the dues aid to the Water '
P Buse Foundation.

Eric Rosenblum The past year has been an exciting and rewarding one for the
City of San Jose WateReuse Foundation. The Foundation has accomplished a number of
San Jose,CA meane ful goals, registered significant achievements, and grown
Executive Director- substantially over the past 12 months. Much of the success is due to the
G. Wade Miller continuing support and assistance from our Subscribers. I want to take this
opportunity to thank Central Contra Costa Sanitary District for its support of
the Foundation in 200212003. We are looking to continue our relationship
with Central Contra Costa Sanitary District in 200312004. Accordingly, we
have attached an invoice for$9,000 to cover your Subscriber fees for the
current calendar year.
Let Mme take this opportunity to list some of the Foundation's
achievements in 2003:
0 secured a$2 million"hard earmark"through the FY-03 Congressional
appropriations process;
G obtained the formal approval of the California State Water Resources
Control Board on May 21 for an additional $1 million in funding
support;
a restructured, strengthened, and convened a new 20-person Research
Advisory Committee in February;
• staged a highly successful Annual Research Conference in San
Francisco in June;
• awarded our first Tailored Collaboration project to West Basin
Municipal Water District and a number of other water districts to study
NDMA' Fate& Transport;
0 signed a contract with S WFWMD to conduct a Tailored Collaboration
project entitled Study of Reclaimed, Surface, and Ground grater

launched the development of a National Database of Water Reuse
Facilities with funding support from U SBR, S WRCB, and the U.S.
Environmental Protection Agency;
• continued to leverage the Foundation's intellectual and financial
resources through participation in the Global water Research Coalition
and the Joint Water Reuse Task Force; _
increased the number of active projects to 22, spanning the topical
areas of technology,treatment, salinity management,public
acceptance, economics, marketing, and analytical methods; and
• developed and advertised seven new RFPs,which will become new
contract awards by the end of 2003.
I hope that Central Contra Costa Sanitary District will continue to take
advantage of the numerous benefits that are available to Foundation

Thanks to the strong support from our growing membership base, the Association has eiijt)ycd ii
successful and productive year in 2003. We believe that wateReuse's substantial growth in membership
in 2003 reflect the achievements of the Association as we continually strive to provide increased and
enhanced benefits to members. Some of the Association's more notable achievements in 2003 include the
following:
welcomed 35 new members;
obtained a"hard earmark"of$2 million through the Congressional appropriations process for the
WateReuse Foundation;
developed an electronic newsletter that is distributed to members approximately every three
weeks;
> created a new Nevada Section of WateReuse;
staged a successful,well attended Annual Symposium in San Antonio in September;
`r' crafted a draft water reuse funding bill,then worked to get many of its provisions incorporated
into a water bill (H.R. 2828) introduced by Rep. Ken Calvert(R-CA) in July;
launched the development of a National.Database of Water Reuse Facilities that w I l yield
numerous benefits for members;
> sponsored (along with members Pinellas County Utilities and the Southwest Florida Water
Management District)a tour of Tampa area alternative water supply facilities for Capitol Hill
staffers in early August;
r sponsored the development of case studies on water reuse success stories,which will he
published in the fourth quarter of 2003;and
initiated an effort to rethink the identity of the Association and the value of reclaimed/recycled
water.
In terms of recognition,the Association co-sponsored a number of workshops and seminars with
other organizations in 2003, including the American Membrane Technology Association,the Florida
Water Environment Association, WEF,the Rocky Mountain WEA and AWWA's Rocky Mountain
Section, Harvard University's Graduate School of Design, and a two-day symposium on water reuse
sponsored by the Pennsylvania Department of Environmental Protection.
Through its relationship with the WateReuse Foundation (WRF),the Association continued to
support research to advance the scientific knowledge and understanding of water reuse. WRF has now
received $5.85 million in research funding from the U.S.Bureau of Reclamation (USBR)and the
Cal ifornia State water Resources Control Board over the past three years. WRF expects to receive an

additional $1-2.5 million from the USBR and the Congress in federal fiscal year 2004. The Foundation
also began to jointly fund research with the Southwest Florida Water Management District in 2003. The
Foundation currently has 22 active research projects and plans to award an additional four contracts
before the end of 2003. Through its participation in the Joint Water Reuse Task Force and the Global
Water Research Coalition and matching funds from contract recipients, W RF leverages its Federal and
state resources by a factor of approximately 3 to 1.
The California Section continued its many beneficial activities on behalf of California members
in 2003. These activities included a strong advocacy effort in Sacramento,convening the First Annual
California Section Conference in February in San Francisco, and working closely with the DWR Water
Recycling Task Force to try and remove impediments to water recycling in the state. The California
Section was instrumental in getting AB 334 signed into law in 2003; AB 334 gives local water agencies
additional authority to regulate the use of water softeners in their respective jurisdictions.
The Association will endeavor to launch initiatives in 2004 that will provide enhanced benefits to
our members. As WateReuse grows and expand its membership base,the Association will continue to
reach a wider audience and educate more people about the increasingly critical role that water
reclamation, reuse,and recycling play in ensuring a safe and adequate supply of water. Our success is
dependent upon your continued support and participation.
Attached is your membership dues invoice for 2004. Please review the invoice carefully and
calculate the proper amount due. You will note that the dues structure for 2004 has been revised. The
general membership approved an increase in dues(the first since 1998)at the Annual Membership
meeting held in San Antonio on September 8. The purpose of the dues increase is to: a)pay for the
National Advocacy Program; b) support an annual update of the National Database of Water Meuse
Facilities,currently under development by the WateReuse Foundation; and c)reduce the dependency of
the Association on sponsorships for the Annual Symposium.
We encourage you to renew your membership now to take advantage of the Early Bird
membership drawing. All members who pay their dues by December 1, 2003 will be entered. Tile
winner of the drawing will receive one free full registration for the .1,004 Annual Symposium to be held at
the Hyatt Regency in Phoenix in September.
