Subject: Outstanding Questions from January 12, 2004 Meeting
Several questions were asked at the last Finance Committee meeting. The answers
follow:
1. Staff was asked to look at the process that is used to keep District vehicles and
trucks clean, to make sure the process is cost effective. A detailed response is
attached from John Pearle explaining the process that is used.
Also asked was who is using their P-Card for car washes and does this make
sense? The attached detail shows that over the past four months, $245.85 has
been spent by inspectors to have the District vehicles washed. (See Car Wash
Report) The inspectors have their offices in Martinez as apposed to Walnut
Creek, and it is more efficient to have the cars washed locally.
In summary, the CSC Equipment and Service Worker(our lower hourly paid
employee)washes and checks most of the District vehicles. The charges seen on
the P-Card were from District Inspectors. A cost benefit analysis was done
informally to develop the current practice.
2. What was the mileage reimbursement to Gary Rathunde? Gary has been filling in
for Wayne Griffith as the resident engineer to do inspections and"man"the San
Ramon Pump Station two to three afternoons a week. This was to help reduce
overtime at that pump station. He uses his own car so at the end of the day he can
leave and go home without first having to stop and check in the District vehicle at
the HOB building.
3. What was the check to Jeff and Sue Thomas for with the description of Refund
Rebate Collected? This is the standard reimbursement where the homeowner paid
to be connected to a District sewer main. Then as other homeowners connect,the
original owner is rebated back a portion of the original cost. Staff is working to
standardize the description to minimize the questions in this area.
4. A question was asked as to whether the two overflows that occurred on Mt.
Diablo were at the same location. The answer is no. The overflows occurred at
different addresses,which are also served by two different sewer lines. (Please see
the attached e-mail from John Pearl.)

Most of our vehicles are on a three or four month service schedule. These are normally washed and
cleaned when they come through
The Pumping Station operators and supervisors wash their own trucks. Occasionally the superintendent
will utilize a car wash, or arrange es to wash it while he is here in the office.
Occasionally we see an Engineering Inspector washing his truck here.
A case could be made for bringing a mobile service on site, especially
the work, it gives us a chance to check the vehicleP Y at HOB, but by having James do
