ISSUE: Section 6490 of the Health and Safety Code of the Stafe-of California provides
that District ordinances shall be published once in a newspaper of general circulation
within the District, and provides that an Order of the Board of Directors of the District to the
effect that the ordinance has been published shall constitute conclusive evidence that
publication has been properly made.
RECOMMENDATION: Confirm the publication of the summaries of the following
uncodified District Ordinances:
• No. 290, adopting an updated schedule of Environmental and Development Rates
and Charges, effective July 1, 2016.
• No. 291, adopting an updated schedule of Capacity Fees, Rates and Charges,
effective July 1, 2016.
Confirm the publication of the summary of the following codified District Ordinance:
• No. 292, revising District Code Chapters 6.30.010 and 6.30.020 to change the
name of the "Schedule of Environmental and Development -Related Rates and
Charges" to "Schedule of Environmental and Development -Related Fees and
Charges," effective July 1, 2016.
FINANCIAL IMPACTS: None.
ALTERNATIVES/CONSIDERATIONS: Establishes presumption that the ordinance was
correctly published and therefore would be deemed procedurally valid by a court.
BACKGROUND: Summaries of District Ordinance Nos. 290, 291, and 292, which were
adopted by the Board at its meeting on June 2, 2016, were published in the Contra Costa
Times and the San Ramon Valley Times on June 22, 2016. Proofs of publication are
attached.
RECOMMENDED BOARD ACTION: Confirm the publication of summaries of uncodified
District Ordinance Nos. 290, and 291, and codified District Ordinance No. 292.

AND CHARGES
Pursuant to Central Contra Costa Sanitary Dis-
trict Code Chapter 6.30, Ordinance No. 290
(uncodified) adopts an updated "Schedule of
Environmental and Development Rates and
Charges" where sixty-six (66) fees are in-
creased, one (1) new fee is created, and
twenty-one (21) fees remain unchanged. The
new fees will become effective July 1, 2016.
NOTE: The above is a summary of major high-

ADOPTING AN UPDATED SCHEDULE OF
CAPACITY FEES, RATES AND CHARGES
Pursuant to Central Contra Costa Sanitary Dis-
trict Code Chapter 6.12, Ordinance No. 291
(uncodified) adopts an updated "Schedule of
Capacity Fees, Rates and Charges" including
an decrease of the Gravity Capacity Fees from
$6,005 to 55,948 per Residential Unit Equivalent,
and a decrease of the Pumping Capacity Fee
from 51,650 to $1,608 per Residential Unit
Equivalent. These changes result in a Gravity
Zone Fee (Zone 1) of $5,948 per Residential
Unit Equivalent, and a Pumped Zone Fee (Zone
2) of $7,556 per Residential Unit Equivalent. The
new fees will become effective July 1, 2016.

REVISING DISTRICT CODE CHAPTERS 6.30.010
AND 6.30.020
Ordinance No. 292 adopts several changes to
District Code Chapters 6.30.010 and 6.30.020
which change the name of the "Schedule of En-
vironmental and Development -related Rates
and Charges" to the "Schedule of Environmen-
tal and Development -related Fees and
Charges." The revised code will be effective
on July 1, 2016.
