ISSUE: Board of Directors' authorization is required for the Geral Manager to
execute a professional engineering services agreement in an amount greater than
$100,000.
BACKGROUND: The Capital Improvement Budget (CIB) Priority Ranking for this
project is critical and aligns with the District's Strategic Plan, specifically Goal No. 6,
which is "Maintain a Reliable Wastewater Infrastructure."

The District's Information Technology (IT) data center is currently located in the
basement of the Plant Operations Department (POD) building, in a room that was
originally a decommissioned laboratory facility that is located below grade under several
process pipelines, the Multi -Purpose Room kitchen, and the POD restrooms. The room
is vulnerable to flooding. Early last year, the District's servers were damaged due to a
water leak, which resulted in an extended outage of the District's internal network.
The project generally involves the relocation of the IT data center to a more suitable
environment in order to protect the mission -critical IT equipment. A nearby location on
the ground level at POD has been selected as the proposed relocation site. However,
staff will continue evaluating alternatives to possibly consolidate the equipment using
the latest technology and using the Walnut Creek data center as a location to minimize
the future space requirements for the new IT data center. In addition, this project will
plan for and consider future Supervisory Control and Data Acquisition (SCADA) and IT
requirements.
District staff issued a formal request for proposals and received four proposals: Pacific
Design Group, Critical Engineering Group, ECOM Engineering, and CallisonRTKL.
Staff evaluated the proposals and interviewed the top three ranking consultant teams.
Pacific Design Group had the highest overall score and is considered the best overall fit
for the project.

The scope for the agreement will generally include a more detailed evaluation of the IT
data center and room requirements based on existing, available, and possibly future
technology, predesign efforts, a detailed construction cost estimate, and professional
design services to prepare plans and specifications for bidding. Design services will
include electrical, fire protection, structural, HVAC, and possibly security upgrades.
CEQA: Staff has concluded that this agreement is exempt from the California
Environmental Quality Act (CEQA) under District CEQA Guidelines, Section 15262,
since it will provide information for design services and will not have a legally binding
effect on later activities. The Board of Directors' approval of this award of contract will
constitute an independent finding that the contract is exempt from CEQA.
FINANCIAL IMPACTS: The consultant agreement will have a cost ceiling of $150,000.
The total estimated cost for the project is $1,500,000, which includes consultant costs,
staff time, and a planning -level construction cost estimate. This project is included in
the Fiscal Year 2016-17 CIB on page 157.
ALTERNATIVES/CONSIDERATIONS: Do not authorize the General Manager to
execute the agreement, which is not recommended since it would limit staff's ability to
implement the project.
COMMITTEE RECOMMENDATION: The Engineering and Operations Committee
reviewed this project at its meeting on July 6, 2016, and recommended approval of the
agreement.
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a
professional engineering services agreement with Pacific Design Group, LLC, with a
cost ceiling of $150,000 for the Server Room Relocation, District Project 8243.
