Bailey General Manager ISSUE: On July 7, 2016, three (3) sealed bids were received and opened for the construction of the Fairview and Maltby Pumping Stations Pump Rebuild, District Project 5941. The Board of Directors must award the contract or reject bids within 50 days of the bid opening and authorize the General Manager to execute the Contract Documents subject to SUBMITTAL requirements. BACKGROUND: The Capital Improvement Budget Priority Ranking for this project is critical and the work aligns with the District's Strategic Plan, specifically Goal No. 5, which is "Maintain a Reliable Infrastructure." 4.b. The Fairview and Maltby Pumping Stations work in series and transfer all the wastewater flow from the Martinez Pumping Station to the treatment plant. Each station is equipped with three 100 -hp pumps designed to handle dry weather and wet weather flow conditions. All six pumps were replaced in 1998 and are currently experiencing similar mechanical issues, such as seal failures, corrosion, and reduced pumping performance. Last year, one of the pumps at Maltby required immediate repair. Based on current condition assessments performed for the Comprehensive Wastewater Master Plan (CWMP), it is recommended to rehabilitate the pumps to provide continued reliability of the pumping stations. These pumping stations are vital and any pump failure would adversely impact the Martinez Pumping Station and upstream collection system facilities, and could potentially cause severe sewer overflow events. This project will rebuild two wastewater pumps at the Maltby Pumping Station and three wastewater pumps at the Fairview Pumping Station. The scope includes replacing the bearings, mechanical seals, and shafts, as well as coating the pump. FOR THE CONSTRUCTION OF THE FAIRVIEW AND MALTBY PUMPING STATION PUMP REBUILD, DISTRICT PROJECT 5941 The project was opened in 2008 to assist in ongoing replacement of old equipment and piping at the District's nineteen pumping stations. To date, the project has spent approximately $650,000 on pumping station equipment. This Fairview and Maltby Pumping Station Pump Rebuild project will address the mechanical equipment replacement under the project. District staff prepared the plans and specifications for the project. The Engineer's estimate for construction is $200,000. This project was advertised on June 21 and 27, 2016. Three sealed bids ranging from $158,259 to $285,000 were received and publicly opened on July 7, 2016. The Engineering and Technical Services Department conducted a technical and commercial review of the bids and determined that Pan -Pacific Supply Co., Inc. is the lowest responsive and responsible bidder with a bid amount of $158,259. A summary of bids received is shown in Attachment 2. The District will administer the construction contract and will provide contract administration, resident engineering, submittal review, and inspection. Consultant inspection may be used based on Pumping Station staff availability. CEQA: Staff has concluded that this project is exempt from the California Environmental Quality Act (CEQA) under District CEQA Guidelines Section 15301, since it involves minor alterations to existing public facilities involving no expansion of use. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA. FINANCIAL IMPACTS: The total financial cost of this contract and associated construction management is anticipated to be $209,000, as shown in Attachment 3. This project is listed under the Capital Improvement Program (CIP) on page 96. Approximately $34,000 in FY 2016-17 is currently available for this project, including prior year carry-over. Therefore, a budget of $175,000 is being transferred from District Project 8429, Fairview Maltby Pump Stations Upgrades. DP 8429 has an approved budget of $350,000 for FY 2016-17, as shown on page 110 of the CIP. ALTERNATIVES/CONSIDERATIONS: Reject all bids, which is not recommended as these pumps are required for operation reliability for the upcoming wet weather season. DP 8429 will still be implemented in Fiscal Year (FY) 2016-17, albeit with a revised scope of work and possible scheduling changes. COMMITTEE RECOMMENDATION: The Engineering and Operations Committee reviewed this project at its meeting on July 6, 2016, and no recommendation was provided because the bid opening had not yet taken place. RECOMMENDED BOARD ACTION: Staff recommends the following: 1. Find that the project is exempt from CEQA; 2. Award a construction contract in the amount of $158,259 for the construction of the Fairview and Maltby Pumping Station Pump Rebuild, under District Project 5941, to Pan -Pacific Supply Company, Inc., the lowest responsive and responsible bidder; and 3.
