1. Call Meeting to Order
Chair McGill called the meeting to order at 3:00 p.m.
2. Public Comments
None.
3. Receive update on Residential Fill Station
Mr. Wyatt reviewed the statistics provided in the agenda materials, which were
current through June 14, 2016. He noted that there has been a decline in use
compared to the last year's numbers, both in gallons per month and registered users,
but the numbers are expected to increase as the weather gets warmer. Mr. Wyatt

also noted that while the number of visits are down compared to last year, they are
dispensing more gallons per car, which means that customers are bringing larger
containers.
Chair McGill asked if the decline was due to good saturation from the winter and
spring, or if it was due to water agencies loosening their restrictions. Ms. LaBella
suggested that it was probably due to the water restrictions by water agencies being
removed, but stated that we are not completely out of the drought.

4. Receive update on wastewater/wipes industries' negotiation on flushable wipes
standards
Ms. LaBella stated that wastewater and wipes industries are working together to
address the impacts that wipes cause to wastewater facilities. As a result of
engagement by National Association of Clean Water Agencies (NACWA), Water
Environment Federation (WEF) and American Public Works Association (APINA), two
workgroups, comprised of wastewater and wipes industry representatives have been
formed.
The GD4 Workgroup is working to develop the fourth set of dispersibility guidelines
that will certify wipes that disperse quickly enough to be compatible with wastewater
infrastructure.
The Product Stewardship Initiative Workgroup is working to develop labeling
requirements for the wipes industry, including rules for when the `Do Not Flush"logo
needs to appear on a wipes product and a new logo for wipes that pass the GD4
guidelines (if developed), so that consumers will be more clear on which wipes are ok
to flush. Ms. LaBella has been a participant in this Workgroup.
The efforts of these workgroups are scheduled to wrap up in the next 6 months, with
the hope that these changes will result in a significant improvement in the impact of
wipes to the wastewater industry.

5. Receive update on Shell Pipeline
Ms. LaBella explained that RMC Water and Environment has updated the original
cost estimate (to current dollars) for the project to rehabilitate the District's Shell
Pipeline to provide recycled water to the golf courses at Moraga County Club and
Rossmoor. East Bay Municipal Utility District (EBMUD) has other recycled water
projects in their service area that are more cost-effective. Chair McGill clarified that
he is interested in the Shell pipeline that runs east from the District's treatment plant

out to East County. Ms. LaBella indicated that she has asked RMC to provide
information on that pipeline and she will relay that information at the next Committee
meeting.

6. Receive update on Diablo Country Club (DCC) Satellite Water Recycling Facility
(SWRF)
Mr. Petit explained that staff is working with DCC to develop an initial general
agreement. One unknown at this time is whether DCC will follow a DCC lead design-
build-finance model with the facility operated by the District, or if the District will
design, build, construct, operate, and pay for the facility and DCC will reimburse the
District for both capital and operations and maintenance (O&M) costs over time via a
long-term agreement.

7. Update on Chair McGill's inquiry regarding potential celebration to commemorate
connection of Hilton Concord to recycled water system
Ms. Barnett stated that she contacted the project lead at the Concord Hilton, and
there is little interest in having an event. She is waiting to confirm with the General
Manager of the Hilton. Chair McGill suggested an acknowledgement of the
connection be made at the upcoming 2016 Sustainable Contra Costa awards gala
instead of a separate event. Member Nejedly concurred with that approach.

8. Pollution Prevention Awards — determine if West County Wastewater or Delta Diablo
would be interested in getting involved for 2016 Sustainable Contra Costa gala
Ms. Barnett explained that Delta Diablo has declined to participate at this time, and
West County Wastewater is discussing the matter internally. She stated that both
agencies will still be invited to the event as guests of the District.

9. Receive update on Sanitary District No. 6 (SD-6)
Mr. Petit stated that staff is scheduling a visit to tour the facility. He will update the
Committee once the tour has taken place.

10. Receive update on Bay Area Clean Water Agencies (BACWA)
Ms. Schectel stated that the BACWA Optimization Study workshop will take place on
June 27, 2016 at East Bay Municipal Utility District (EBMUD). There will be a
discussion on potential nutrient reductions for discharge into the Bay. On June 29,
2016 there will be a San Francisco Estuary Institute (SFEI) workshop regarding
microplastics, with the BACWA Lab Committee spearheading the efforts to improve
the method of analysis. She also reported that our General Manager, Roger Bailey,
is the BACWA representative for the Bay Area Resource Reliability Task Force
(BARR) lead by EBMUD. The BARR Plan will integrate drought planning efforts
developed by individual agencies in the Bay Area to address drought needs of the
Bay Area as a region. The BARR Plan is a joint effort by the eight "Partner Water
Agencies."
