STAFF PARTICIPATION IN CONFERENCE
e) District Staff to Participate at the Esri User Conference in San
Diego from June 27 to July 1, 2016
Several geographic information system (GIS) staff from the Asset Management Group will
be attending the Esri User Conference in San Diego at the end of this month, one of
whom will be presenting at one of the workshops, and another who has contributed a map
to be displayed during the conference.
On June 30, GIS Analyst Carl Von Steffen will present "LGIM: Laying the Foundation for a
GIS -Centric Wastewater Agency." He was involved with the District's recent migration of its
GIS to the ArcGIS platform, leveraging the Local Government Information Model (LGIM) to
provide a foundation for a GIS -Centric operation. The standardized LGIM schema —
together with Esri-provided maps, applications, and tools — enabled the District to more
tightly couple its various operations software systems with the GIS. Mr. Von Stetten's
presentation will share the challenges the District overcame and the resulting success of its
new GIS workflows.
Engineering Technician II Mike Matthews prepared a map titled "Water Distribution in
Central Contra Costa County" that will be displayed during the conference in the map
gallery. The map was designed to assist regional water and wastewater agencies in the
discussion of recycled water distribution. It displays significant distribution lines relative to
potential large water customers (golf courses and parks) to gain a better understanding of
how this region might be able to coordinate effective solutions for water use.

f) State Water Resources Control Board Adopts New Recycled
Water General Order
On June 7, 2016, the State Water Resources Control Board adopted a new Recycled
Water General Order (Order) for non -potable recycled water projects.
The Order requires that existing recycled water programs currently covered by regional
recycled water permits, as is the case for the District, must transition over to coverage
under this new Order within three years. The Order also requires priority pollutant
monitoring once per year for programs like the District's that produce more than 1 million
gallons per day (MGD) of recycled water.

During the State Board's hearing on this Order, the Board indicated that they plan to
reopen the State Recycled Water Policy to adopt revisions in the next 12 to 18 months,
with reduced priority pollutant monitoring as a goal for the reopener.
Over the coming months, the Bay Area Clean of Water Agencies (BACWA) will be
working with our Regional Board staff to determine how they plan to enroll Regional
permittees under this new Order. It is possible that the District may have to revise
portions or all of the Engineering Report that was submitted for approval of our existing
Recycled Water Program.

District's Administration Committee as part of the agenda packet for their June 6, 2016,
meeting.
