Petit—Director of Engineering and Technical Services General Manager ISSUE: Board of Directors' authorization is required for the General Manager to execute a professional engineering services agreement in an amount greater than $100,000. BACKGROUND: The Capital Improvement Budget (CIB) Priority Ranking for this project is critical and aligns with the District's Strategic Plan, specifically Goal No. 6, which is "Maintain a Reliable Wastewater Infrastructure." There are seven existing fire systems (alarm, monitoring, and suppression types) at the treatment plant. These systems have been installed over a 45-year period and been added or upgraded on a project-to-project basis. The older systems are becoming unreliable and difficult to maintain. The original, circa 1970's treatment plant fire alarm system (main system) was designed to monitor pull stations, sprinkler activation, and work as the main campus panel to monitor other building fire systems. In addition, this system is the primary notification to the control room operators and occupied buildings in the event of a fire. Very little work has been done on the main system other than a panel and device replacement in 2002. Trouble-shooting and repairing the main system has been extremely difficult and the system becomes problematic during the wet winter months, resulting in expensive service calls that have not fully resolved the issues. Due to the age, the routine maintenance service, and criticality of the system, staff has recommended replacement of the system. Since the main system was designed to monitor all other fire systems at the treatment plant, staff has proposed to conduct a comprehensive evaluation to plan for future expansion and replacements as needed. Staff anticipates the recommended improvements will be implemented over a multi-year fire improvement program, which will be coordinated with the upcoming Comprehensive Wastewater Master Plan. Phase 1 of the project, completed in 2013, replaced the outdated Headquarters Office Building fire system and corrected limited treatment plant deficiencies. FOR PROFESSIONAL ENGINEERING SERVICES UNDER THE FIRE PROTECTION SYSTEM IMPROVEMENTS, PHASE 2, DISTRICT PROJECT 7322 This Phase 2 project will provide a comprehensive evaluation of all staffed and critical process areas in the treatment plant and recommend improvements for life safety of occupied (public and staff) areas. Upon completion of the evaluation, DTN Engineers, Inc. (DTN) will design improvements identified as the highest priority items, including replacement of the main system. The scope for future project phases will also be identified and prioritized in the evaluation. District staff issued a formal request for proposals to the fire consulting community and received three proposals: DTN Engineers, Inc., West Yost Associates, and Jensen Hughes, Inc. Staff evaluated the proposals and interviewed the consultant teams. DTN had the highest overall score and is considered the best overall fit for the project. CEQA: Staff has concluded that this agreement is exempt from the California Environmental Quality Act (CEQA) under District CEQA Guidelines Section 15262 since it will provide information for design of treatment plant improvements and will not have a legally binding effect on later activities. The Board of Directors' approval of this award of contract will constitute an independent finding that the contract is exempt from CEQA. ALTERNATIVES/CONSIDERATIONS: Do not authorize the General Manager to execute the agreement, which is not recommended since it would limit staff's ability to implement the project. FINANCIAL IMPACTS: The DTN agreement will have a cost ceiling of $150,000. The total estimated cost for the project is $940,000, which includes planning, design, bidding, and construction. This project is included in the Fiscal Year 2016-17 CIB. Future phases of work will be programmed and budgeted in subsequent CIBs. COMMITTEE RECOMMENDATION: The Engineering and Operations Committee reviewed this project at its meeting on June 7, 2016, and recommended approval of the agreement. RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a professional engineering services agreement with DTN Engineers, Inc. with a cost ceiling of$150,000 for the Fire Protection System Improvements, Phase 2, District Project 7322.
