Carlson, Background - lived adjacent to club last 23 years Retired engineer Totally support concept of providing recycled water to the golf course. We met with Hank Salvo, Club Pres., and Frank Cordeiro, Club Manager Per DCC, The tank will be about 40' by 60' plus a separate pump house The location right behind our homes is only place currently being considered It will be installed partially below ground There will be no odor Pumps and blowers will be noisy but enclosed in separate building Landscaping will be provided around the facility We strongly object to the location chosen by DCC The plant should be installed as far from established housing as possible. DCC has other locations that are suitable but won't consider them. A demonstration site should not be located in locations that harm neighbors. Concerns First and foremost, property values. Hank Salvo was in agreement that locating the plant behind our homes will have a significant negative effect on value of our homes. He agrees that this could easily be 20% or more. For this area that could be $200K to $400K. The DCC position is that this is our problem and won't impact Club plans. No plan to reimburse property owners for Toss. Second, we believe that any risk posed by the plant should be borne by DCC, not their neighbors. This includes the potential for noise, odor or unsightliness. Personal Since learning of this proposal two weeks ago, this has created a huge amount of stress in our lives which we really don't need right now. I'm 81 years old. In last two years I've had esophageal cancer, brain surgery to remove a subdural hematoma, Deep Vein Thrombosis with blood clots in both legs and lungs, relapse of cancer to lymph node and just last week an appendectomy. I also have an inoperable aneurysm on my ascending aorta and a defective heart valve. My wife and I are trying to live life to the fullest extent possible, while still protecting her financially for the long term after I die. Request What I am requesting is the removal of the site behind our homes as a potential site for the treatment plant. It is obvious to any unbiased observer that there are much better locations for this facility on the Club property that won't impact any homeowners. By removing this location from consideration now, you can greatly reduce the stress currently caused by this proposed project. In the past I have done more needs assessments and alternative analyses in preparation for building an RFP than I can even remember. There is no benefit to anyone to propose obviously unworkable alternatives for a project. In my opinion, that is what is being done, and by stopping that now, you can provide a great deal of relief to the many homeowners that are affected by continuing with this alternative.
