Assistant to the Secretary of the District Donna Anderson 1. Call Meeting to Order Chair Williams called the meeting to order at 8:37 a.m. 2. Public Comments None. 3. Review revised draft Strategic Plan for Fiscal Years 2016-18 Ms. Sasaki said that staff has been innovative in its efforts to advance the strategic planning Goals as set by the Board for the next two fiscal years, adding that the revised draft Strategic Plan presented at this meeting incorporated the Committee's feedback from the March 28, 2016 meeting. Administration Committee Minutes May 9, 2016 Page 2 The Committee Members had few comments but a couple of requests were made as part of the evaluation process. Chair Williams said he is hopeful that the majority of participants in future Central San Academies will come from the private sector. With regard to Goal Five, Strategy 3, Chair Williams said he would be interested in periodic presentations to the full Board on the District's Emergency Operations Plan and Business Continuity Plan. COMMITTEE ACTION: Reviewed and provided input to staff. 4. Review draft Position Paper regarding whether the Board wishes to take a position on Measure AA, the San Francisco Bay Clean Water Pollution Prevention and Habitat Restoration Measure. Mr. Bailey said Board President Pilecki was asked by supporters of Measure AA if the District would take a position. Because doing so was a matter of policy, Mr. Bailey said the item was brought to the Committee for discussion. Following discussion, the Committee preferred that the District take no action on the Measure. The discussion prompted an inquiry as to the status of a potential policy on how the District deals with pending legislative matters. Ms. Barnett said she and Ms. Schectel are expecting final staff feedback on the draft policy over the next several weeks, after which it will be presented to the Committee. COMMITTEE ACTION: Discussed and recommended that the District take no position on Measure AA. 5. Follow-up discussion regarding the following Affordable Care Act (ACA) topic: • Employer Shared Responsibility (aka "Pay or Play") Ms. O'Malley explained the content of the memo update included with the agenda materials. The Committee Members requested that information on this ACA requirement regarding medical coverage be addressed in the co-op program materials. COMMITTEE ACTION: Reviewed and provided input to staff. 6. Review draft Position Paper to reclassify one Senior Accountant position to a Finance Administrator position COMMITTEE ACTION: Reviewed and recommended Board approval. Administration Committee Minutes May 9, 2016 Page 3 7. Review revised draft Board Policy No. BP 023 — Board Ethics and Conduct The Committee Members were satisfied with the revised draft policy. With respect to Board goal-setting and self-assessment, Ms. Boehme said a survey of local wastewater agencies revealed that none of their Boards currently set goals or conduct regular self-assessments. Mr. Bailey said he has been working with consultant Brent Ives, Principal of BH/ Management Consulting on this subject. COMMITTEE ACTION: Reviewed and recommended Board approval of BP 023 - Board Ethics and Conduct. 8. Fiscal Year 2016-17 benefits renewal update Ms. O'Malley distributed Attachment A (attached) to the memo that was included with the agenda materials. She also mentioned that staff will be looking at rates for medical coverage offered through Ca1PERS as a possible means of reducing medical premiums next year. COMMITTEE ACTION: Received the update. 9. Review Gantt Chart of activities leading up to 2017 Labor Negotiations COMMITTEE ACTION: Reviewed the Gantt Chart. 10. Announcements a. Future scheduled meetings: (Monday, May 23, 2016 at 8:30 a.m. - Cancelled) Monday, June 6, 2016 at 8:30 a.m. Monday, June 27, 2016 at 8:30 a.m. — Date changed to June 29 at 8:30 a.m. 11. Suggestions for future agenda items Member McGill suggested that a policy be developed with regard to the naming of District facilities. Ms. Boehme said staff is preparing a draft policy for review at an upcoming meeting. 12.
