Petit—Director of Engineering and Technical Services Roger S.Bailey General Manager ISSUE: Board authorization is required to authorize supplemental funds to program budgets. BACKGROUND: The District requires property owners to pay for the main sewers needed to serve their property. Where sewers are designed and installed by developers or other private parties, District planning, plan review, right-of-way, inspection, and record drawing/mapping effort is required to ensure that contributed sewers meet the District's Standard Specifications for Design and Construction. These activities are capitalized under the Development Sewerage Project, District Project 8420. A portion of the revenue collected for plan review, right-of-way, and inspection is credited to the Sewer Construction Fund and offsets the expenditures made under this capital project. The adopted Fiscal Year (FY) 2015-16 Capital Improvement Budget (CIB) included an estimated $700,000 of expenditures budgeted within this fiscal year. Due to the increase of development activities, staff has estimated that the expenditures for the project will reach up to $1,150,000. As of March 31, 2016, this project has expended approximately $2,780,000, and the total project budget is $3,940,000. FINANCIAL IMPACTS: None. The Development Sewerage Project is a cost-neutral project paid for by Development fees. A total of$450,000 is estimated to continue the work projected under this project. To date, the balance for the FY 2015-16 Collection System Program Contingency Account is $26,133. Therefore, a supplemental authorization of$423,867 from the Sewer Construction Fund is required to fund the project. ALTERNATIVES/CONSIDERATIONS: A financial alternative would be to transfer the funds from the Treatment Plant Unallocated Account instead of a supplemental authorization from the Sewer Construction Fund. Staff is currently evaluating the Development Sewerage Project cash flow projections and will update the total project costs based on the increase of development in our service area. COMMITTEE RECOMMENDATION: The Engineering and Operations Committee reviewed this subject at the meeting on May 10, 2016, and recommended approval of the supplemental authorization. RECOMMENDED BOARD ACTION: Approve a supplemental authorization of $423,867 from the Sewer Construction Fund to the Development Sewerage Project, District Project 8420. Page 2 of 2
