Call Meeting to Order Chair McGill called the meeting to order at 3:01 p.m. 2. Public Comments None. Real Estate, Environmental & Planning Committee Minutes April 26, 2016 Page 2 V Update on District permit matrix Mr. Hess explained that staff has been working on developing a District-wide permit matrix for the roughly 100 permits issued to the District. He reviewed a presentation detailing the background of the matrix, components, and implementation (attached). Mr. Hess also gave a brief demonstration of the Excel worksheet, and stated that once it is complete, hopefully by June 2016, it will be updated quarterly. Ms. Schecte/stated that this is the first time the District has had a central repository for all permits, and a future step potentially would be to create a database to manage the permits. COMMITTEE ACTION: Received the update. 4. Update on Diablo County Club Satellite Water Recycling Facility (DCC SWRF) Mr. Petit briefly summarized the recent Board action in moving forward with the DCC SWRF. Recently, DCC has decided not to pursue a planning grant for State Revolving Funds (SRF) because the facility would not be operational until 2019 or 2020, and DCC hopes to be operating in 2018. DCC is now proposing the design build with short-term financing to get the project started. The District would be actively involved with the design of the SWRF project, and would later apply for an SRF reimbursement loan and would take on the debt with DCC as collateral. The District would still own and operate the facility. Mr. Petit explained that the next step is drafting terms of a general agreement, which is in process. Mr. Terrill stated that DCC understands that running a golf course on potable water is not sustainable, and they have decided to target the 2018 irrigation season. DCC would finance during construction, however the District would inspect throughout the process. Member Nejedly said he would like staff and DCC to continue with their efforts to move the project forward. Chair McGill agreed, even if it means a somewhat different approach than originally envisioned. COMMITTEE ACTION: Received the update. 5. Update on Shell Refinery—taking of 0.5 MGD of recycled water Ms. Gemmell stated that staff met with Shell and Contra Costa Water District (CCWD) earlier in the month, and Shell explained that they did not want recycled water, they want nitrified water without the nutrients and the total dissolved solids (TDS). Mr. Petit stated that Shell does not want Title 22 water, as the District currently produces it, but could be interested if the water quality matched or Real Estate, Environmental & Planning Committee Minutes April 26, 2016 Page 3 exceeded that of the raw water they purchase from CCWD. Staff will have follow-up meetings with Shell and CCWD to further explore options. COMMITTEE ACTION: Received the update. 6. Update on the District's real property, including right of way and property management Mr. Kramer and Mr. Hernandez reviewed the presentation included with the agenda materials, and responded to questions. Mr. Petit stated that staff will have an update at the next Committee meeting on the recent bankruptcy filing of SunEdison, the main contractor for the solar contracts. C. Ms. Barnett announced that media stories on the recently renamed Dr. Mario M. Menesini Environmental Laboratory were released today, and the new YouTube video from the event was uploaded. Both have been distributed to the Board. COMMITTEE ACTION: Received the announcements. 8. Suggestions for future agenda items Chair McGill requested more information on a recent news article from `7n The News" regarding the consumption of fruits and vegetables grown with recycled water and the exposure to pharmaceutical contents.
