HomeMy WebLinkAbout12.a.2) General Manager Announcements lo?. a . 2 Board Meeting of May 5, 2016 Written Announcements: PROJECT UPDATE a) Public Bidding of District-Wide Closed Circuit Television (CCTV) Inspection of Sanitary Sewers Project 2016 The District-Wide CCTV Inspection of Sanitary Sewers Project 2016 primarily consists of an annual internal television inspection of approximately 750,000 feet of various diameter sewer pipes and appurtenant manholes throughout the District. This inspection is part of the District's ongoing sewer pipeline condition assessment program. In addition, sewers requiring internal inspection for engineering design of sewer renovation projects are included in the contract. The contract duration is three years. Staff intends to advertise the project on May 11, 2016 and May 16, 2016. Bids will be opened on June 1, 2016. The annual inspection cost is approximately $940,000 with the total inspection cost for three years estimated at $2,820,000. More information will be presented when the Board is asked to award the contract in June. INFORMATION TECHNOLOGY b) District Enters into Five-Year Contract with En Pointe for Microsoft Software License and Support Microsoft software is used throughout the District, including the operating systems and office applications for desktop computers, server and database software that run most core systems as well as enterprise business tools. The average cost over the previous three years for support for Microsoft software has been just under $109,000 per year. In order to reduce the cost, staff solicited bids to consolidate all Microsoft software into a single contract with a contract period of five years. The low bidder was En Pointe Technologies. The average annual cost under the new contract with En Pointe has been reduced to $91,683, for a total contract amount $458,415 over the five-year period. The support costs will be billed annually with any additional software purchasing being added in at the time of purchase. By converting to a five-year contract, the District's costs will be locked in, thus eliminating the possibility of rising software support costs during this time period. A cancellation clause may be exercised at any time with 60 days' written notice. Written Announcements May 5, 2016 Page 2 of 3 EMPLOYEE TRAINING c) District Conducts Training Session for Staff on California Public Records Act On Monday, April 25, 2016, the Secretary of the District held a one-hour Public Records Act training session for District staff, conducted by Eric Casher of Meyers Nave. The training provided information on what constitutes a Public Records Act request, what types of documents are exempt, recent changes in the law, and how to assist requestors with identifying the records they actually need. Over 70 members of staff attended the training. It is planned to hold this type of training annually. EMPLOYEE ACTIVITIES d) Bike to Work Day Scheduled for May 12, 2016 Thursday, May 12, 2016, is Bike to Work Day. The District will once again be sponsoring onsite one of over 400 Energizer Stations that will be set up along local bike commute routes in all nine Bay Area counties to provide free beverages, snacks, and good cheer to bicyclists. Sponsors include the nine counties that are participating, BART, Bay Area Air Quality Management District, Kaiser Permanente, KPIX 5, Metropolitan Transportation Commission, and a host of other agencies. SOLAR ENERGY CONTRACT e) Stop Notice Received on Collection System Operations and Household Hazardous Waste Facility Solar Installations/Sun Edison Bankruptcy In February of 2015, the District entered into a power purchase agreement with SunEdison Government Solutions LLC for solar panel installations at the District's Collection System Operations (CSO) in Walnut Creek and Household Hazardous Waste Facility in Martinez. In February of 2016, SunEdison assigned the contract to a subsidiary, SunE Contra HWCF, LLC. The installation of the solar panel facilities has proceeded and is nearly completed, but we are not receiving power as of the date of this announcement. On April 18, 2016, the District received a stop notice from Del Monte Electric Company Inc. in the amount of $251,568.00 for electrical work on the solar installation project. A Written Announcements May 5, 2016 Page 3 of 3 few days later SunEdison filed for Chapter 11 Bankruptcy listing assets of$20.7 billion and debts of$16.1 billion. It appears that the project will be completed and the District should begin to obtain the solar power anticipated. However, the issue as to the stop notice claim at this time remains unresolved. Stop notice claims are typically funded out of construction project retentions and remaining payments due. Under the power purchase agreement, the District has no retained monies and future power purchases may be legally owed to the assignee company. The respective rights of the stop notice claimant, the SunEdison assignee and the District regarding the stop notice amount remain unresolved. ENERGY CONSUMPTION 0 Quarterly Update on the District's Energy Consumption The District actively manages greenhouse gas (GHG) emissions in the most cost- effective and environmentally responsible manner and optimizes use of energy at its facilities. The Comprehensive Wastewater Master Plan (CWMP) currently underway is exploring new energy technologies, including alternative sources of energy (e.g., solar; wind; biogas; fats, oils and grease (FOG); green wastes) in an effort to further optimize the District's energy utilization and strive towards energy neutrality. The District's energy usage report for March 2016 is'attached.
