ISSUE: Adoption of new Board Policy (BP) requires the review Ld approval of the
Board of Directors.
BACKGROUND: The Administration Committee has expressed interest in establishing
an Occupational Health and Safety Policy. The policy establishes the intent and
expectations of the District to provide a safe work environment for employees and
members of the public.
California Department of Industrial Relations, Division of Occupational Safety and
Health, mandates that all industrial agencies establish an Injury and Illness Prevention
Program in accordance with California Code of Regulations, Title 8, Section 3203. The
District has long been in compliance with this requirement and all safety regulations.
The purpose of this policy is to emphasize the importance of safety in the workplace
and our commitment to a safe and healthy work environment (with the reference to
health being occupational health as opposed to the District's separate Health and
Wellness Program).
The Board Policy was previously submitted for review and approval at the
March 17, 2016, Board Meeting. It was the consensus of the Board to send the
proposed policy back to the Administration Committee for further review. The title of
the policy was changed to "Occupational Health and Safety" and a bullet addressing
occupational health hazards was added to better clarify the intent of a healthy work
environment.
A healthy work environment is one that does not pose any occupational health hazards,
which is defined as any illnesses or diseases which are derived from exposures to
hazardous chemicals, biological pathogens, noise, temperature extremes, ultraviolet
and infrared light sources, or ergonomic such as musculoskeletal disorders.

ALTERNATIVES/CONSIDERATIONS: The Board of Directors may choose not to
adopt the Occupational Health and Safety Policy.
FINANCIAL IMPACTS: None at this time.
COMMITTEE RECOMMENDATION: The Administration Committee reviewed the
Occupational Health and Safety Policy on February 25 and April 20, 2016. The
Committee recommended Board approval.
RECOMMENDED BOARD ACTION: Adopt Board Policy (BP) No. 024 regarding an
Occupational Health and Safety effective May 5, 2016.

BOARD POLICY
OCCUPATIONAL HEALTH AND SAFETY
PURPOSE
To provide a safe work environment, as free as possible, from the threat of injury and
illness due to unsafe practices or conditions for District staff and members of the public.
POLICY
The District will:
• establish occupational health and safety as a priority in conjunction with efficiency
and productivity;
• comply with applicable federal, state, and local occupational health and safety
regulations and, where feasible, implement best management practices to ensure
the safety of District employees and the public;
• provide appropriate safety training, procedures, tools, and personal protective
equipment for employees while encouraging every employee to work safely and to
report unsafe work conditions, practices, or procedures;
• monitor the work environment for occupational health hazards (e.g., musculoskeletal
disorders, heat illness, chemical, biological, and noise exposures, etc.); and
• provide the Board of Directors with an annual report.
