REVIEWED AND RECOMMENDED FOR BOARD ACTION: K.Alm Roger S.Baile Counsel for the District General Manager ISSUE: While not required by law, it is the practice of the District to hold a public hearing to receive comments on the District's budgets for the next fiscal year. BACKGROUND: In 2014, Raftelis Financial Consultants, Inc. was hired to conduct a Comprehensive Cost of Service Study as well as a Staffing Needs Assessment. Based on these studies, and direction from the Board, staff has developed the draft budgets that will be presented in advance of the June 2, 2016 public hearing. The budgets include the previously approved Sewer Service Charge rate increase of$32 per Single Family and $24 for Multi-Family Residential Unit Equivalent for Fiscal Year (FY) 2016- 17, for a total charge of $503 and $487, respectively. ALTERNATIVES/CONSIDERATIONS: The Board of Directors may decline to establish the recommended public hearing date or may elect to choose a different date. FINANCIAL IMPACTS: None related to this action. COMMITTEE RECOMMENDATION: The Board Finance Committee will review the final draft Operations and Maintenance (O&M), Capital Improvement Budget (CIB), Debt Service and Self-Insurance Fund budgets on May 23, 2016. RECOMMENDED BOARD ACTION: Set June 2, 2016 at 2:00 p.m. as the date and time for a public hearing to receive public comment on the FY 2016-17 O&M, CIB, Debt Service and Self-Insurance Fund budgets.
